Procurement Unit

The Procurement Unit is located in Västervik and currently consists of 14 employees. The Procurement Unit is responsible for purchasing and procurements for six municipalities in northern Kalmar County. The municipalities involved in the collaboration are Hultsfred, Högsby, Mönsterås, Oskarshamn, Vimmerby, and Västervik. The mission of the Procurement Unit is to lead the procurement work of these municipalities in a strategic, insightful, and qualitative manner. Our unit is the municipalities' primary tool for educating, implementing, and ensuring that all procurement within the municipalities is conducted on a business-like basis and follows the organizations' guidelines.

The unit delivers approximately 150 - 200 procurements annually and also contributes with advice, administration, as well as training and information.

In Västervik, we collaborate with the municipalities of Hultsfred, Högsby, Mönsterås, Oskarshamn, and Vimmerby in a joint procurement unit based in Västervik. The strategic importance of procurement is growing, and procurement officers play an important role in the development of our municipalities. Together with the municipal operations, we create good business.

We are now looking for procurement officers with a broad focus for several areas, including goods and services, construction, property-related goods and services, as well as IT and digitalization.

Your Responsibilities

You will work together with knowledgeable and engaged colleagues in a team that works broadly and with great variation across different industries and category areas. You contribute to business development and maintain close contact/dialogue with our collaborating municipalities and their operations.

As a procurement officer, you will handle your own procurements and be responsible for the entire process from the request for procurement to completed and implemented agreements. The position is based on freedom with responsibility, and you will independently plan, execute, and drive procurements, in some cases in project form with you as the project leader. There are both direct procurements, framework agreements, joint as well as individual procurements, and advisory services.

The place of employment for the positions is Västervik.

Your Competence

We are looking for someone with post-secondary education relevant to the procurement profession in areas such as law, economics, purchasing, or technology. Previous experience in procurement issues and strategic purchasing from the public or private sector is an advantage.

It is beneficial if you have prior experience and familiarity with working in procurement systems as well as previous experience in project management.

For the position, it is required that you have good knowledge of Swedish and English, both oral and written communication, as well as good skills in the Office suite.
