The assignment involves representing the IT unit in the management and development work with the newly established core object Cybele, which manages systems for control and monitoring of, among other things, the client's traffic and lighting. It encompasses around 30 different applications, IT infrastructure, and network communication that manage the physical OT systems present in the street space. The systems are divided into the products lighting, traffic technology, infrastructure technology, and IT infrastructure. The object's IT-
infrastructure is a hybrid of external cloud services, external IAAS, centrally and internally delivered network communication, as well as its own server facilities.
As the IT object manager, you are responsible for overseeing the entirety of the object's IT components and, together with the object owner, executing the assignment within the object plan. The IT object manager plans, prioritizes, and leads the work at both tactical and strategic levels, and is responsible for operational IT operations. The IT object manager follows up on the budget, prepares decision-making materials, reports to the IT object owner, and participates in the object's steering group work.
Currently, a project called Cybertrygg is underway, which will have a significant impact on the object's work in the coming years. The project will implement major changes in IT infrastructure and network communication through a new
security model that supports the city's monitoring and control systems (OT systems). Cybertrygg operates based on ensuring compliance with the cybersecurity law (NIS2) and upcoming legislation CER and CRA.
The role being sought is IT Object Manager who will work with existing and new suppliers in their deliveries. The role will also be involved in the larger
transformation and development work.
Responsibilities:
- Support with an IT perspective in all object-related matters
- Plan and lead the work of the object
- Develop and further refine the plan for the object's future together with object managers and owners
- Prioritize and decide on activities within the object's framework
- Plan and follow up on the object's finances and budget
- Coordinate goals, assignments, resource planning, and activities with projects and line operations
- Participate in the object steering group
- Participate in the work of the Cybertrygg project
- Report and follow up on costs and outcomes
- Develop decision-making materials for the object's initiatives
- Lead and coordinate with IT suppliers
- Work systematically and long-term with information security within the object
- Capture, transform, and analyze the business's needs and translate them into requirements within the object
Responsibilities in the assignment
- To ensure that the object's IT-related goals are achieved
- To ensure that the object's IT-related components/systems are available to the business at the agreed level
- To manage the object's IT suppliers in accordance with existing agreements
- To ensure that the object's IT costs follow the object's budget
- To ensure that IT components/systems are developed in accordance with the approved IT architecture
- To ensure that documentation related to IT components/systems is up to date
- To collaborate closely with all stakeholders of the object
Required Competence
- You should have knowledge and competence to understand the systems' structure, infrastructure, systems, databases, integrations, and how system work is managed and carried out within an IT operation supported by pm3 structure.
Desired Competence
- Experience working in public operations
- Experience working with security measures according to NIS (administrative and technical)
- Experience working in the role of IT Object Manager in a PM3 organization or equivalent assignment
- IT education (university level) or equivalent knowledge acquired through education and/or professional life
- Experience in a leadership role
- Experience in systematic and long-term work with information security
- Experience working in the role of purchaser of IT services
- Broad general knowledge of IT-related issues in the following areas:
1. Administrative and order-related systems
2. IT infrastructure
3. OT systems and OT infrastructure
4. Network communication
5. Databases
6. Integrations
7. Operations and support as a service
8. Contracts (services, hardware and software, licenses)
9. Supplier management
10. Collaboration
