Procurement Officer in the IT Sector
As of January 1, 2026, we are the Swedish Civil Contingencies Agency. The agency has two clear roles: we are the leading, guiding, and coordinating authority in civil defense, and we are the sector-responsible authority for the preparedness sector, emergency services, and protection of the civilian population. Your Responsibilities and Tasks
As a procurement officer in the IT sector, you will be responsible for planning and conducting IT-related procurements of varying complexity within goods and services areas, as well as contract follow-up. The work is carried out in a project-like form or on assignment from the agency. You will be part of a team, but the role also includes being prepared to procure across the entire agency's operations.
The work entails being able to work independently in close collaboration with managers and employees throughout the agency. You will also have contact with other authorities, organizations, and various suppliers. You will drive improvement efforts and work on development issues within your designated area of responsibility as well as for the unit as a whole. Together with your colleagues, you will work to develop, streamline, and ensure the quality of the agency's procurement process. You will also work with support and advice to the agency.
Your Knowledge and Competencies
We are looking for someone who meets at least one of the following requirements:
- academic education in technology/IT, law, political science, economics, or another relevant field and has worked for at least three years in public procurement, or
- completed YH/KY education in public procurement and has worked for at least three years in public procurement/purchasing, or
- has at least five years of practical experience in public procurement/purchasing that we consider equivalent.
As a procurement officer with us, you are required to have generally good knowledge of the Public Procurement Act and a good ability to express yourself verbally and in writing in both Swedish and English.
Experience as a project and/or assignment leader or having driven procurement projects in the IT sector.
It is meritorious if you have experience:
- working with any of the procurement/e-commerce tools available on the market
- in supplier management & negotiation
- in contract follow-up
- in IT procurements and have a good technical understanding
- in category management
- in conducting procurements in English

About the Employment
We offer you a permanent full-time position that begins with a probationary period.
Your place of employment will be Karlstad or Stockholm, and travel may occur as part of the employment.
The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at MSB are war-placed.
About Us
The Procurement Unit is a central function within the agency that both supports and governs the entire agency in the procurement process. The unit's task is to steer, develop, manage, and follow up the agency's work with procurement and contract management. Furthermore, it includes directing and driving the agency's procurement work and developing and managing associated system support, processes, and routines as well as methods for follow-up of contracts and suppliers. The Procurement Unit is divided into teams. The unit is led by the agency's procurement manager.
