Emergency Preparedness Manager for Procurement Issues

We are looking for an Emergency Preparedness Manager for procurement issues who, together with the region's procurement strategist, will work to ensure continuity and robustness in our supply chains.

Your Workplace

Regional Procurement, where the position is located, is an operation within the Planning and Economics Department. Our mission is to strategically, tactically, and operationally coordinate, quality assure, and develop the procurement and e-commerce process within the region. The region works with category-driven procurement, which is a strategically process-based method. Regional Procurement consists of 26 people.

We are now looking for an Emergency Preparedness Manager for procurement issues who will be involved in developing Region Värmland's emergency preparedness work from a procurement perspective.

Your Responsibilities

As an Emergency Preparedness Manager within procurement, you will work together with the region's procurement strategist to strengthen the procurement perspective within the region's emergency preparedness. You will work with internal and external activities related to emergency preparedness and continuity management of goods and services and engage in dialogue with existing contractual suppliers and market actors. You report directly to the procurement manager.

In the role of Emergency Preparedness Manager, you will participate in the entire procurement process, provide support, and work consultatively to best contribute to driving the region's work forward.

Your tasks include, among other things:

• analyzing and mapping the region's supply chains of goods and services from an emergency preparedness perspective.
• from a procurement perspective, preventing obstacles and working with risk-reducing measures to secure the supply of goods and services in the event of a crisis or war.
• participating in supplier dialogues for increased awareness of market maturity and willingness for enhanced preparedness and robustness during crises.
• being responsible for formulating and evaluating relevant requirements related to supply preparedness of goods and services in procurements.
• monitoring compliance with set requirements related to supply preparedness of goods and services during the contract period.
• supporting and advising on emergency preparedness issues related to procurement.
• working closely with key personnel within the region's unit for Security and Preparedness as well as other relevant operations.
• participating in networks for emergency preparedness related to the supply of goods and services.

Your Competencies and Knowledge

You have an academic education in relevant subjects for the position such as procurement, logistics, civil defense, emergency preparedness, law, economics, or other education/experience that the employer considers equivalent.

You have experience in independently leading projects and possess good communication skills with strong proficiency in Swedish and English, both spoken and written. You should have experience in procurement and the ability to independently analyze and report facts, having made positive impacts in the organizations you have worked for. Good computer skills are essential. Since travel may occur, a driver's license (B) is required.

To succeed in this role, you need to be able to work strategically, structured, and independently. You are positive, goal- and quality-oriented, driven, and have a consultative approach. You also have a pronounced ability to collaborate and are a skilled relationship builder.

It is advantageous if you have experience working with emergency preparedness and public procurement. In the selection process, great emphasis will be placed on your personal qualities.
