Department Head for Operational Support and Governance

The County Administrative Board is an expert authority in areas such as nature and environment, community building, and rural development, directly under the government. We serve as a link between people, municipalities, regions, and various authorities. We work to ensure that national goals are implemented in the county. We do this by considering the whole in our authority's operations, by conveying knowledge, and by coordinating and developing various issues. We are looking for someone to lead the Department for Operational Support and Governance, a role where you, together with your unit managers, create the best conditions for the authority to succeed.

The County Administrative Board is a driving force for a sustainable society. We work together with authorities, municipalities, businesses, and other actors in our broad operations where we collectively face challenges in regional growth, green transition, as well as civil defense.

Job Description

As the department head, you will be a key person in the management team responsible for results, long-term development, and coordination. You will lead four unit managers and the department's management group, and together with other managers, ensure that the support operations are both strategically value-creating and operationally efficient.

The department consists of about 35 employees and includes:

  • Economics and Analysis Unit
  • HR and Communications Unit
  • Legal Unit
  • Case Service and Custodial Services

An important task will be to actively contribute to enabling managers and employees to want, dare, and be able to develop the County Administrative Board into a robust and sustainable operation with strong and active leadership. You will be part of the County Administrative Board's management team and thus also have a clear responsibility for results, long-term development, and coordination of the entire authority beyond your department's area of responsibility.

Qualifications and Profile

We are looking for a strategic, development-oriented, and collaborative leader. You are confident in your role and skilled at helping others grow. You create good conditions for self-leadership and work purposefully to build a common direction for the department and the entire authority.

You are used to making decisions even in complex situations, see the whole picture, and can balance the operational support and governance perspectives in your leadership.

In addition to the above-mentioned abilities and experiences, you also need to have:

  • Relevant academic degree
  • Experience in leading managers
  • Management experience from one of the areas of responsibility of the department
  • Strong communication skills
  • Ability to lead in change
  • Experience in security work.

It is advantageous if you have:

  • Experience in leading managers and management teams within support operations
  • Experience in leading and governing in public administration, preferably state.

About the Position

The employment is permanent. A six-month probationary period may apply. Start date is March 1, 2026, or by agreement. We offer good opportunities for remote work during part of the working hours.

All positions at the County Administrative Board may be subject to security clearance and military placement depending on the nature of the assignment. This role requires approved security clearance.
