IT Management Leader
The Discrimination Ombudsman (DO) works for a society free from discrimination and for those who have been discriminated against to receive redress. DO is a growing authority and is expected to grow further in the coming years as a result of the Swedish implementation of the EU directive on pay transparency. DO is now seeking an IT Management Leader who wants to contribute to this important work.
The Unit
The operational support unit consists of three sections: finance and procurement, HR, and infrastructure. The unit's mission is to support the authority in having a professional, functional, and efficient operation with well-functioning processes that comply with applicable regulations.
Your Responsibilities
As the IT Management Leader, you will lead the work to manage and develop the components of the technical solution for the pay transparency directive. Initially, you will be part of the project group working on the technical solution. Here you have the chance to be involved from the beginning and build structure and governance towards external suppliers. Subsequently, you will be able to systematically manage and further develop the technical solutions in close collaboration with system users and relevant suppliers.
The technical solution includes five areas:
- Salary reporting from employers
- Data platform
- E-service platform
- Integrations and open data
- Business Intelligence (decision support)
You will have close collaboration with the project manager for the assignment and the IT manager at the authority.
Responsibilities
In the role of IT Management Leader, you will be responsible for:
- Establishing and implementing management plans in close collaboration with system owners and suppliers
- Planning and coordinating deployments and changes in the technical environment
As the IT Management Leader, you will have many contacts within and outside the authority, for example with the management and with suppliers.
Requirements
We are looking for someone with:
- an academic education in system development and management of operational systems or other relevant education combined with experience deemed equivalent by DO,
- good knowledge and several years of relevant experience working in the role of IT Management Leader or a similar role,
- several years of relevant experience analyzing issues within the area of responsibility and acquiring and applying new knowledge from a holistic perspective,
- some years of relevant experience conducting strategic change work and realizing technical solutions that meet the organization's goals and requirements,
- current experience working with information security,
- good current experience preparing and reporting materials to management and other stakeholders,
- some years of relevant experience acting as a client towards suppliers,
- very good knowledge of Swedish and good knowledge of English in both spoken and written form.
You should also have:
- very good ability to drive, develop, and coordinate work within the management and development of operational systems,
- very good ability to anchor and be responsive to the organization's needs and work to find solutions that benefit the organization as a whole,
- good ability to analyze and assess information and make strategic assessments based on the authority's mission and the organization's needs,
- good ability to order from and lead suppliers,
- good ability and understanding of working with information security,
- very good ability to create trust by being secure and unpretentious in your role,
- very good ability to communicate, collaborate, and build good relationships,
- good ability to represent the authority in various external contexts,
- a high degree of integrity and to meet people with respect.
Meritorious:
- experience of similar tasks within public operations, preferably in a government authority,
- good knowledge and experience in project management,
- current experience in managing budgets and cost monitoring.
Great emphasis will be placed on personal abilities.
The position is a permanent employment with a six-month probationary period. Start date as soon as possible by agreement.

The mission includes supervising the Discrimination Act (2008:567) and furthermore working to ensure that discrimination related to gender, gender identity or expression, ethnic origin, religion or other belief, disability, sexual orientation, or age does not occur in any areas of society. We also aim to assist those who have been subjected to discrimination in asserting their rights.
