We are looking for a Construction Manager for the East Coast Line at the Swedish Transport Administration. 

This is a consulting assignment. The stationing location is Sundsvall.

The position is 70-90%.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

As a construction manager for the East Coast Line project, section Kubikenborg – Sundsvall yard, as well as Sundsvall accessibility and travel center in Sundsvall municipality, Västernorrland County, you will act as support to the project management in production technical issues. You will ensure that deliveries are made in accordance with agreed terms and participate both in the field and in the office. Periodically, night and weekend work may occur. The role involves following up on contracts, coordinating technical solutions, and contributing to a safe and efficient production.

Responsibilities

Follow up that assigned contracts are executed in accordance with contract documents.

Manage and coordinate production technical solutions on site.

Collaborate with other construction managers within the project and related projects.

Be responsible for daily contact with the contractor to facilitate collaboration and the progress of the contract.

Actively participate in work on site.

Monitor and follow up on the contractor's work, including production schedules.

Follow up on the contractor's self-monitoring, review the contractor's control plans and work preparations.

Participate in inspections, critical work, connections, testing, and commissioning.

Monitor and follow up on the contractor's work and documentation prior to MSS withdrawal.

Participate in and sometimes lead production meetings between the Client and Contractor.

Prepare documentation for change and additional work, the client's notifications, and the client's responses to the contractor's notifications.

Respond to or relay questions from the contractor regarding provided documentation and requirements.

Assist in reviewing the contractor's project plan and the parts of the control program that relate to the track as part of the documentation for the client's approval of the project plan.

Follow up that the final documentation submitted by the contractor meets the contract requirements and specified requirements for management data.

Requirements (NOTE, mandatory)

Valid training as Safety and Security Leader. Valid BASTAB training. At least 3 years of experience as a foreman, construction manager/BPU within track for assignments related to railway construction contracts. The experience should not be older than 10 years. Participated in at least one (1) project as a track foreman or construction manager/BPU track, the project must have included the reconstruction of an existing yard where the reconstruction included the replacement of switches and tracks. The reconstruction must have been carried out in stages with at least two operational start-ups/connections. You have documented experience from railway projects with a budget of at least 25 million SEK, or alternatively from a project with a budget over 50 million SEK, completed in the last five years. Knowledge of laws and regulations as well as standards and directives within the relevant technical area. Good knowledge and practical experience of AMA/MER construction 17 or later. Good knowledge and practical experience of General Terms (AB04). Ability to express yourself well in Swedish, both orally and in writing. Practical experience in handling the Swedish Transport Administration's MSS system and a B driver's license.

Meritorious 

You have experience leading production meetings as the client's representative.  You have experience working as a client representative in complex land and BEST contracts where internal and external collaboration has been part of the assignment. You have knowledge in design within track and have experience handling documentation for BIS.  You have experience working in complex yard reconstructions that have included switch replacements with various working methods, such as Kirow cranes, site-built switches, and track construction near trafficked tracks.  You have experience independently and actively following up on the contractor's work. You have experience as a foreman/construction manager/BPU within channelization.
