The County Administrative Board has an important responsibility in emergency services and accident prevention – for example, during nuclear incidents or during heightened preparedness.

As total defense is being rebuilt, our mission has grown, especially regarding the protection of the civilian population and coordinating efforts during societal disturbances. This is a central part of the preparedness planning in the county.

We also have a key role in strengthening the civil preparedness of society. The deteriorating security situation and Sweden's membership in NATO affect both the content and pace of the mission – we face high demands and rapid changes.

Therefore, we need you who want to contribute to strengthening our ability to plan, lead, and implement various efforts to enhance society's resilience.

Job Description

As an emergency preparedness officer focused on emergency services, you will drive and coordinate issues related to emergency services and the protection of the civilian population – both internally within the agency and in collaboration with municipalities, emergency services, and other authorities.

Your work will include:

• Handling issues such as Seveso supervision, forest fire preparedness with air and dust safety, and planning issues,
• Driving issues related to emergency services during heightened preparedness, CBRNE, and nuclear preparedness,
• Reviewing municipal decisions that have been appealed,
• Responding to consultations,
• Lectures, workshops, and development work within civil preparedness,
• National coordination may be included,
• Possible responsibility as a decontamination leader during a nuclear accident.

You will play a central role in the development of our work with civil defense and total defense planning, where your emergency services perspective is an important piece of the puzzle.

Qualifications

We are looking for someone with relevant education for the position, such as fire engineer, fire inspector, or firefighter, and/or work experience in the field that the employer deems equivalent.

You have:

• Experience from municipal or state emergency services,
• Good knowledge of and practical experience in applying the Accident Prevention Act,
• Experience in project management,
• Experience in analysis and risk assessment work,
• Knowledge of applicable Swedish legislation in the field,
• Driver's license.

It is advantageous if you have experience in:

• Planning, leading, and executing emergency responses and subsequent actions,
• Regional planning and large-scale planning, such as evacuation,
• Crises management and staff work,
• Training and exercise activities,
• Accident investigations,
• Nuclear preparedness or CBRNE issues,
• The society's crisis management system and the County Administrative Board's coordination responsibilities,
• Technical management systems such as WIS and Rakel.

You are a person who combines structure with good communication skills and a pedagogical approach. You find it easy to collaborate and naturally build good relationships with those around you. With a holistic perspective and the ability to see connections, you take initiative, lead, and drive projects forward – from idea to implementation and follow-up.

You are flexible and thrive in a dynamic environment where you can quickly switch between different tasks. You feel confident representing the agency and act with confidence in both leadership and project management roles. You express yourself clearly and concisely, both orally and in writing, and are accustomed to working in Office programs.

Employment

The employment is permanent, and a probationary period will apply. The position is security classified, and a security clearance will be conducted according to the Security Protection Act (2018:585).
