Land and Development Manager for Kristianstad Municipality

As the Land and Development Manager, you will be responsible for leading and developing the land and development operations in the municipality. You will play an important role in collaboration with the municipality's other operations, elected officials, state authorities, developers, and non-profit actors. You will work strategically and operationally for sustainable community development and to achieve the planned expansion rate for infrastructure, housing, services, and commercial land.

You will have personnel, economic, work environment, and operational responsibility for 14 employees. The role also includes actively working on operational development. As a unit manager, you report to the department head and are part of the department's management team.

Together with your employees, you will develop the strategic work. An important part of this is building relationships and creating strong collaborations within and outside the municipal organization. Internally, this involves close dialogues with colleagues in other departments and with stakeholders and interests such as developers and property owners, focusing on creating sustainable agreements that last over time without compromising business ethics.

To meet Vision 2030, a present leadership is required. A manager represents the municipality as an employer in all contexts. With the residents of the municipality in focus, the leader leads, motivates, and develops their employees to create added value for Kristianstad Municipality.

Who are you?

You who are applying have a university degree in urban development, land surveying, or another education that the employer assesses as equivalent. We would like you to have completed some leadership training and have a well-documented experience and ability in leadership. It is an advantage if you have taken courses in property law and property economics as part of your education or as individual courses.

We want you to have long and broad experience in working with land and development issues, including processes in the planning stage, implementation, and follow-up of projects. You have experience in contract writing, negotiation, and implementation issues. Experience in property law and property economics is required for the position, as well as a good insight into legislation in the area. We also want you to have documented experience as a manager, and if you have been a manager in the public sector or the urban development field, it is an advantage. We appreciate experience working with or in a politically governed organization.

Of course, you handle IT tools as a natural part of your work. Very good communication skills in spoken and written Swedish are a prerequisite for the position. If you are also comfortable communicating in English, it is an advantage. You who apply to us have a B driver's license to easily get around the municipality when needed.

As a leader, you create conditions for your own area of responsibility by understanding the relationship between the whole and the parts. This requires analytical ability to understand the consequences of different courses of action. You are good at anchoring the unit's goals and can create qualitative communication through dialogue and feedback. As a manager, you think long-term and always represent Kristianstad Municipality.

As part of the recruitment process, a security check according to the Security Protection Act will be carried out.

This is the Land and Development Unit

The Land and Development Unit works with development projects for sustainable community development in Kristianstad Municipality. We lead and coordinate community development projects from the overarching comprehensive plans to the individual agreements for implementation. As representatives of the municipality in the capacity of property owners, we strategically develop and optimize the municipal land holdings. We conduct sales and purchases of land and initiate planning for housing and business establishments.

Our unit is part of the Community Development Department at the municipal management office, which, in addition to land and development, consists of the biosphere and nature unit and the sustainability unit. The unit employs 14 employees with various areas of responsibility within the land and development process. The municipality is in an expansive phase with several larger development projects either underway or in the pipeline.

The municipal management office is responsible for strategically leading, coordinating, and developing the municipality's operations. Here, functions such as finance, HR, IT, communication, citizen center, business, tourism, and shared services are included. With our approximately 700 engaged employees, we operate under the leadership of the municipal council to create positive development for everyone in our municipality.
