The Welfare Sector in Ljusdal Municipality encompasses everything from home care, special accommodations, day activities, and personal assistance. The aim is to ensure that every individual receives the help and care they need to live a dignified and independent life. The sector strives to create security, participation, and quality of life for those who rely on the municipality's welfare services.

The sector also coordinates home healthcare, rehabilitation, and staffing issues to ensure adequate personnel resources, and offers support for relatives to assist those caring for loved ones at home. Through strategic and flexible leadership, the sector contributes to promoting well-being, safety, and quality for the municipality's residents.

The sector manager reports directly to the municipal director and is expected to actively participate in the municipality's strategic development and in the management team. The role requires a combination of strategic thinking, operational efficiency, and strong leadership.

Job Responsibilities

The sector manager is responsible for leading and developing operations within their sector, in accordance with the municipality's strategic goals and vision. The sector manager is part of the municipality's management team and works closely with the municipal director and other sector managers to ensure coordinated and efficient municipal operations.

The manager will, among other things:

  • Lead and develop all units under the Welfare Sector.
  • Ensure that the sector has clear goals and that these are met based on the municipality's overarching goals with a focus on developing attractive and sustainable living environments.
  • Be responsible for the budget, follow-up, and development work within the sector.
  • Drive collaboration between different sectors and units to achieve common goals.

Qualifications

Relevant university degree (at least 3 years of post-secondary education) in areas such as public administration, economics, social work, education, or other relevant fields.

We are looking for a person with extensive experience in strategic leadership, particularly within the public sector. You have worked with strategic tasks and have insight into the decision-making and processes of the political organization. A relevant university degree is necessary, as well as experience in implementing large change and development projects. You have solid knowledge in governance and management, and understand the complexity of municipal operations. You are skilled in conducting impact assessments and follow-ups, as well as assessing how decisions affect both the whole and the individual parts of the organization.

You are communicative and apply a developing leadership style that allows employees to grow and develop in their roles. You have the ability to steer the operations towards the common good and see the importance of collaboration throughout the organization. You build trusting relationships and act unpretentiously.

You have at least five years of managerial experience in public operations or similar. You work with a coaching and trust-based leadership style. You are a positive and social person who spreads joy and energy. You are unpretentious and prioritize the municipality's best interests. You have the ability to inspire others to perform at their best. You are effective in getting things done while being meticulous. You are solution-oriented and see opportunities instead of obstacles. You are curious about development and dare to try both your own and others' ideas.

The position may be subject to security screening.

Experience leading other managers is an advantage.
