Within the municipality's technical operations, about 70 employees work in the units: Street/Park, Waste, Water Supply Network, Water Treatment Plant, and Project & Investigation. The units with different responsibilities collaborate with each other in daily operations and in connection with investigations and investment projects. Sollefteå Municipality's technical operations cover the entire municipality, and we are responsible for some of society's most fundamental functions.

The position is placed in the Project and Investigation Unit with about ten employees who will serve as a support function for other units as well as for other operations within the municipality. The unit is responsible for services such as project planning, project management, land and development, traffic, lighting, GIS, measurement, forestry, fees, water protection areas, and more.

RESPONSIBILITIES

In the role of Land and Development Engineer, you will be an important resource in Sollefteå Municipality's growth work with a focus on the green transition. This requires broad collaboration and development from a local perspective. You will work closely with both internal and external partners.

More specifically, you will:

• Be the municipality's property law expert in matters of property management, easement rights, property formation, and land legal issues. You will assess when there is a need for external support in any matter and lead this external specialist when necessary.
• Provide advice and participate in projects related to comprehensive and detailed planning work.
• Assist in the purchase and sale of land, establish, review, negotiate, and manage agreements such as land allocation agreements, development agreements, purchase agreements, lease agreements, easement agreements, and more.
• Present cases to the municipal executive board.
• Contribute to the professional development of colleagues and develop and manage archives, governing documents, working methods, and templates within the area of responsibility.
• Drive development and improvement work within the unit and collaborate with the municipality's growth department and other municipalities in the region within the regional project Sustainable Community Transition (HSO).

Monitoring the external environment is a natural part of the role, and you will represent the municipality in property-related matters with the Land Surveying Authority and serve as a referral body for overarching matters concerning land and property-related issues.

QUALIFICATIONS

To be successful in the role of Land and Development Engineer, we believe you have:

• A completed university degree in land surveying or law with a focus on land and property law, or education in urban planning with the same focus.
• We consider it advantageous if you have worked with similar tasks in another municipality, authority, or company.
• As the work requires a very good ability to express oneself pedagogically in speech and writing, you need to be fluent in Swedish.

As a person, you are self-driven and have the ability to maintain a good structure in your work, as well as the ability to remain calm in demanding situations. You have good pedagogical skills and are skilled at communicating legal positions to managers and employees in other professional categories.
