We are looking for an experienced procurement consultant for a public entity with broad and documented expertise in procurement of construction and property projects, as well as land and civil engineering contracts.

The purpose of the assignment is to strengthen the procurement function in the work with complex procurements in areas such as construction and property, land and civil engineering, administration, IT, and other types of procurements that may arise during the course of the assignment.

The assignment includes overall responsibility for driving procurement processes from start to finish. The consultant is expected to take an active role throughout the entire chain, with tasks including:

  • In consultation with the relevant reference group, develop a complete procurement document
  • Be responsible for advertising and handling incoming questions and answers during the bidding period
  • Conduct bid evaluations and, where appropriate, participate in negotiations with bidders
  • Prepare procurement reports and award decisions
  • Manage contract preparation and signing
  • Be available for questions during the contract standstill period and also during the contract period
  • Ensure a correct conclusion of the procurement, which includes post-advertising, evaluation of results, and preparation of documentation for archiving according to applicable regulations and procedures

The assignment initially has a scope of 50% of full-time, with the possibility of extension up to full-time depending on the needs of the organization.

The preliminary contract period extends from September 15, 2025, to December 15, 2025, with some flexibility for a start date approximately one month earlier or later.

The assignment requires physical presence at the organization's premises at least two days a week – specifically Tuesdays and Thursdays – with the possibility of adjustment based on the client's needs.

Mandatory Requirements

a. The consultant must have at least five years of continuous and documented experience working with full-time procurements, with a specific focus on construction and property projects as well as land and civil engineering contracts. This experience must be documented through previous assignments or employment within public procurement over the last five years, including clearly specified time periods.

b. The consultant must have extensive experience in independently leading and conducting advanced procurements within the public sector. This means that the consultant has conducted at least 30 procurements above the direct procurement threshold in the last five years, of which at least 20 have been covered by EU directives. The work must have included the entire procurement process – from needs analysis, implementation, advertising, and evaluation to contract writing – as well as, where applicable, record-keeping and handling of procurement legal issues. Of the 30 procurements, at least 15 must pertain to construction or civil engineering contracts according to AMA standards. A summary of these procurements must be attached as documentation.

c. The consultant must have good knowledge of the Public Procurement Act (LOU), which must be supported by relevant educational background. This can be a minimum two-year purchasing education focused on public procurement with elements of LOU, or a university degree in law, economics, or equivalent, supplemented by relevant courses in public procurement and LOU. The consultant's education must be documented to demonstrate their competence in procurement law.

d. The consultant must have practical experience working in the procurement system TendSign and have independently conducted at least five procurements in their own name using the tool in the last three years. These procurements must be documented with specified time intervals when each procurement was conducted.

e. The assignment requires that the consultant has a high tolerance for stress and very good collaborative skills, especially when handling multiple simultaneous procurements. The consultant must be able to provide two concrete examples from the last three years, where at least three procurements above the direct procurement threshold were conducted simultaneously during the same time period. For each example, the time period and which procurements were conducted must be specified, as well as how these were delivered within the set time frames.

Additional requirements and conditions for the assignment:

  • The consultant must be able to handle a workload that varies between 50% and 100% of full-time, according to the needs of the assignment.
  • The start date is preliminarily set for September 15, 2025, but some flexibility exists – the assignment can start up to approximately one month earlier or later, depending on the organization's conditions.
  • Physical presence at the client's premises is required at least two days per week, specifically Tuesdays and Thursdays. Adjustments can be made based on the client's wishes.
  • Contact details for at least one reference person must be attached.
  • There is a possibility of extending the assignment, for up to four periods of three months each, but no later than December 15, 2026.

End date: 2025-12-15. Possibility of a 3-month extension at 4 intervals.
