Analyst for the Unit of Operational Analysis and Security

The recent security political developments and Sweden's role as an ally in NATO place MSB's work in a historically important context.
The development of Sweden's civil defense and crisis preparedness is advancing at a rapid pace with MSB as the coordinating hub. The Operational Department plays an important role in this development, and the department's work is strongly characterized by the need to further develop methods to meet the demands posed by global developments.
To make appropriate decisions during crises and ultimately in war, it is essential to have an updated situational picture and assessments of how various risks and vulnerabilities affect society. Decision-makers need qualitative and relevant analyses as a basis for direction and coordination of Sweden's civil preparedness system – analyses that the Unit of Operational Analysis and Security is tasked with delivering.
Your Responsibilities and Tasks
As an analyst in the Unit of Operational Analysis and Security, you are a generalist. You are responsible for monitoring developments within one or more areas of interest, but you must also be able to shift focus at short notice. Therefore, you need to quickly and systematically take on new areas of analysis while being able to work focused on monitoring a specific development or theme for a period. The unit participates in MSB's ongoing operational activities, and as an analyst, you are expected to contribute to this with analyses and assessments as needed.
You will work in a team where you collaborate and can take on different roles depending on the situation and event. This means that you will be able to function both as a coordinator and a contributor to various tasks within the group.
In your employment, you will also have the opportunity to contribute to the ongoing change work taking place within the agency and the department. It is therefore important that you enjoy working in an environment where working methods and products are continuously developed.
Your Tasks Also Include:
- Presenting and advocating materials for decision-makers within the agency and for external actors in both Swedish and English.
- Collaborating with colleagues within MSB and with societal actors outside the agency, including international networks.
- Participating in method and process development work.
Your Knowledge and Competencies
We are looking for someone who has:
- An academic degree or other experience deemed equivalent by the employer.
- Several years of experience in analytical and/or investigative work.
- Experience in producing and presenting materials for decision-makers.
- Knowledge of the goals and directions for total defense and Swedish crisis preparedness.
- Experience working focused under tight time constraints.
- Excellent skills in expressing yourself verbally and in writing in both Swedish and English.
It is meritorious if you have:
- Experience in method and process development.
- Knowledge of Common Grounds – framework for leadership and collaboration.
- Knowledge of NATO's Response System (NRS).
- Experience leading projects or working groups.
- A broad network within Swedish preparedness.

About the Employment
We offer you a permanent full-time position that begins with a probationary period.
Your workplace will be in Stockholm, and travel may occur as part of the employment.
Swedish citizenship is a requirement for employment at MSB as it involves placement in a security class. For employment, a satisfactory result in the security review with a background check is required, conducted in accordance with the Security Protection Act. Most employees at MSB are assigned to military service.
About Us
The Unit of Operational Analysis and Security monitors a wide range of developments in Sweden and the world and analyzes and assesses the consequences and spillover effects that disruptions in society may cause. The task includes environmental analysis and analysis during an incident or imminent event and the production of national consolidated situational pictures. The unit's various deliveries should support several target groups with a focus on achieving national direction and coordination.
In addition to conducting analyses, the unit contributes to the ongoing development of total defense where reporting and situational pictures are central components.
