Department of Community Protection and Preparedness

The Department of Community Protection and Preparedness works to strengthen the county's capacity in crisis preparedness and civil defense.

The department also works to develop the County Administrative Board's efforts to conduct state rescue services in the event of a nuclear accident. The County Administrative Board's preparedness work is largely based on collaboration with other actors before, during, and after a societal disruption. The department leads collaboration between the county's actors in both everyday situations and crises and conducts training and exercises in crisis preparedness and civil defense. As the highest civil total defense authority, the County Administrative Board plays an important role in the establishment of Sweden's total defense.

Job Responsibilities

You will actively work with the County Administrative Board's mission to lead the development of total defense in the county. You will also work with and have a central role in the development of the County Administrative Board's internal preparedness work and continuity management. Your tasks will involve driving and planning the work with civil defense together with colleagues. Your role will also include collaborating with, training, and exercising the county's actors in both civil defense and more general crisis preparedness.

Qualifications

We are looking for someone with a relevant university degree focused on one of the following areas: community planning, defense planning, project planning, or process management. Alternatively, you have equivalent competence from the Armed Forces or other authorities or organizations responsible for planning total defense, civil defense, and community protection. You have at least one year of experience in similar tasks.

Experience in continuity management, development of wartime organization, internal preparedness planning, total defense, and risk and vulnerability analyses is an advantage.

As a person, you are stable and solution-oriented. You enjoy creating contacts and maintaining relationships. You understand your role, prioritize the organization's best interests in actions and decisions, and remain calm in pressured situations. You are a team player and adapt your way of working to the needs and conditions at hand. You represent the County Administrative Board in a trustworthy manner and have a good ability to express yourself in both speech and writing. We place great importance on your personal qualities.

Conditions

The employment is permanent and begins with a six-month probationary period with immediate start according to agreement. Your job title at the authority will be Civil Defense Officer. A security clearance with a background check will be conducted according to the Security Protection Act (2018:585) before a hiring decision is made. In some cases, Swedish citizenship is required. Employment comes with the obligation to be assigned to a war position.
