Description

We are looking for an engaged and development-oriented Executive Secretary who wants to lead and develop the municipality's administrative processes.

You will play a key role in ensuring efficient, legally secure, and qualitative handling of cases and documentation, as well as supporting the political decision-making process. The role entails overall responsibility for the work of the secretariat unit, where modernization and development of operations are central.

An important part of the assignment is to drive improvements in work processes and coordinate the municipality's administrative flows. Digitalization is one of several tools to ensure effective and future-proof solutions, and you will play an important role in developing these within the secretariat's operational area.

Responsibilities

As the Executive Secretary, you will lead the secretariat unit's staff and be responsible for budget and operational planning. You will ensure quality in the municipality's administrative processes, among other things by developing case and document management and ensuring that the work is carried out in accordance with applicable legislation such as the principle of public access and GDPR.

You will be responsible for issues regarding public access and confidentiality, the release of public documents, and legal advice. Furthermore, you will work closely with political leadership, other administrations, and external partners to create effective collaboration structures. The role also involves supporting the political decision-making process by coordinating and preparing cases, being responsible for minute-taking, providing administrative support, and ensuring good structure in decision-making materials and communication between the civil service organization and political leadership.

As the Executive Secretary, you will be part of the municipality's management group and report directly to the municipal chief.

Qualifications

We are looking for someone with a relevant university degree in public administration, law, political science, or equivalent, as well as extensive experience in qualified leadership within the public sector.

You have:

  • experience in leadership and operational development, preferably in a politically governed organization
  • good knowledge of the principle of public access, administrative law, confidentiality legislation, and GDPR
  • experience in developing and improving administrative processes, preferably with digital solutions
  • a clear and effective communicative ability in both spoken and written Swedish and English
  • a structured approach with a high sense of service and good collaboration skills

Personal qualities

We are looking for a strategic and secure leader with the ability to develop the secretariat unit in line with the municipality's goals. You are unpretentious, collaborative, and have a good understanding of political processes.

You have an analytical and solution-oriented working method, work systematically towards goals and deadlines, and see opportunities for improvements. You have an interest in digitalization and see how it can be used as a support to streamline and enhance the quality of operations without compromising structure or legal security.

Communicative ability is crucial, and you can adapt your message to different target groups. We would like you to have experience from public administration, preferably in a smaller municipality where breadth in the assignment is an asset.
