We are looking for a sub-project manager with expertise in fire, risk, safety, and tunnel safety for Trafikverket. The stationing location is Umeå, Luleå, or Skellefteå.

This is a consultancy assignment, with a scope of 60-80 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment and Responsibilities

The Norrbotniabanan project is a new 270 km long single-track railway between Umeå and Luleå. The Norrbotniabanan program consists of several projects and sub-projects where we are currently working in several phases simultaneously, in the planning and design phases for the section Dåva – Skellefteå and in the production phase for the section Umeå-Dåva. The planning phase for the section Skellefteå to Luleå has begun.

The assignment is a consultancy role that includes Sub-project Manager for fire, risk, and safety as well as tunnel safety for the entire Norrbotniabanan program along the Umeå-Luleå route.

Sub-project Manager for fire, risk, and safety as well as tunnel safety is sought for the Norrbotniabanan program. The Sub-project Manager reports to the head of the Technical and Environmental unit in the Norrbotniabanan program. Other functions in the unit include Technology, Environment, Water Permits, Control of Construction Rings, Digital Project Management, etc. Together, the unit creates a whole with good conditions and short decision-making paths to effectively manage a multifaceted area such as fire, risk, and safety as well as tunnel safety.

The assignment includes work as a resource consultant in Trafikverket's ordering organization. The consultant will support Trafikverket with expertise in fire, risk, and safety as well as tunnel safety in the program.

Responsibilities The assignment involves working as a sub-project manager in fire, risk, and safety as well as tunnel safety on the Norrbotniabanan and serving as support to our various projects. As support to the projects, you are expected to:

• Guide, direct, and follow up on the consultants of the design assignments and contribute to ensuring that work and final results meet the required quality.
• Be an expert in your field and contribute to ensuring that the projects follow Trafikverket's management system in the area and continuously work for ongoing improvements.
• Support project management during planning, design, and construction phases in matters within your area of expertise with external parties.
• Ensure that documents within the work area meet the specified technical and functional requirements and support the project's requirements management.
• Be responsible for anchoring, providing feedback, and reporting to the designated responsible party in the program.
• Represent the work area in various types of meetings.
• Develop requirements and advice within the subject area.
• Participate in various TGM investigations.
• Contribute appropriate training for the project within your subject area.

Responsibilities may include:

• Preparation and review of background reports, e.g., risk assessments and PM, studies and analyses of e.g., fire, fire development, ventilation, evacuation, Human factors, etc.
• Preparation and review of safety, evacuation, and response concepts and other conceptual solutions as well as fire protection documentation and other safety-related documentation.
• Preparation and review of time and resource plans.
• Participation in internal and external meetings including minute-taking, such as scenario games, coordination meetings, and other working meetings as well as project meetings and consultations.
• Site follow-up of fire protection.

Requirements (NOTE, mandatory)

Fire engineer with associated rescue service training for fire engineers RUB or equivalent education, which Trafikverket deems suitable for the assignment. • Knowledge of regulations generally within the subject area, including the ability to interpret and apply the rules to projects. • Good knowledge of Swedish and English, both spoken and written, and the ability to express oneself well. • At least 10 years of experience working with tunnel safety. Has predominantly worked with tunnel safety for at least three years of the last five years. • Documented experience from work within the rescue service, where the position also includes emergency service at the command level. • At least 8 years of experience in fire protection technical review/investigation work in infrastructure projects where tunnels, underground stations, or shunting yards have been a clear part of the work content. • At least 8 years of experience in fire design of buildings with extensive experience in complex projects (BBR knowledge). The experience should also include design or review in fire technical design of railway stations. • Experience from at least two different projects of developing or reviewing safety documentation according to Trafikverket's requirements for safety analyses/evaluations for railway tunnels and road tunnels. • Experience in developing and following up fire protection during the construction period for tunnels. • Experience in developing and formulating response strategies for the Rescue Service in case of fire in trains in railway tunnels without safe water. • Documented experience in establishing or reviewing risk analyses that include hazardous goods on roads and railways. • At least 5 years of experience in developing or reviewing response plans for incidents involving hazardous substances.
