We are looking for a Construction Manager with technical expertise in pumping systems for the Swedish Transport Administration (Trafikverket). Possible stationing locations are Uppsala, Örebro, Västerås, Eskilstuna, Borlänge, Karlstad, and Gävle.

This is a consulting assignment, with a scope of 60-80 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The assignment includes a consulting role with technical expertise in infrastructure systems, pumps, and dehumidification systems, working as a construction manager/client representative in collaboration with Trafikverket's project managers.

Construction managers act as a link between clients and contractors and have contact with various stakeholders such as municipalities and side projects. Therefore, construction managers need to be skilled in communication, collaboration, and working independently. Analytical skills are important, as well as the ability to handle and de-escalate complex issues.

Examples of facilities in the area of responsibility include: • Pump stations • Detention basins • Water and sewage stations • Drainage systems • Dams, hazard protection • General ventilation • Dehumidification • Oil separators

The majority of the facilities consist of pumping systems.

The assignment includes transferring knowledge to Trafikverket employees regarding the tasks performed by the consulting consultant for Trafikverket.

Job Responsibilities

• Follow up on contractors' work with site visits (night work may occur). • Assist the project manager in dialogue with internal and external specialists. • Monitor contractor agreements to ensure penalties are enforced and that mandatory deliveries are submitted to the client on time. • Participate in the reception/handover of facilities. • Be responsible for the control and verification of cost reports from contracted contractors. • Handle reported notifications and deficiency reports in consultation with the client. • Participate in various meetings, and document and file minutes as needed. • Prepare materials for meetings. • Lead and document technical meetings with the maintenance contractor. • Work on various stormwater and hydrogeological issues together with environmental resources. • Understand and analyze the functionality of facilities and suggest improvements. • Assess the condition of facilities, plan and conduct annual status inspections, and develop a 10-year maintenance plan that includes necessary reinvestments. • Update facility descriptions for facilities. • Support Trafikverket's project managers in monitoring and steering projects towards time, cost, and scope goals. • Continuously update the management system Maximo/GUS with new/old facilities and the latest loading templates. • Manage the client's work in the client's maintenance system. • Follow up, review, and control contractors' quality, environmental, and work environment plans. • Participate in the establishment of budget work and operational planning. • Contribute to the annual reporting of the project. • Review CE marking. • Compile reports and present results to the project manager at Trafikverket and relevant stakeholders.

Requirements (Mandatory)

• Have a minimum educational level of a bachelor's degree (120 credits) or equivalent experience as assessed by the client. • At least 5 years of experience as a project manager and/or installation manager/construction manager of contracts or in the operation and maintenance of pumps, water and sewage, HVAC in infrastructure facilities and/or industrial facilities. • Approved in Work on the Road training, at least level 1. • B driver's license. • Experience working with the maintenance of climate systems. • Experience working in project groups where coordination has been important. • Knowledge and experience working with construction documents, tender documents, and technical facility descriptions. • Knowledge and experience in establishing preventive maintenance programs for water, sewage, HVAC, and facilities. • Experience working with control and regulation, electricity, and automation. • Experience using operator panels and supervisory systems (SCADA systems) to modify operational data, analyze alarm lists, analyze trend data, block alarms, etc. • Experience managing digital document management systems, Chaos or equivalent systems. • Ability to express oneself well in Swedish, both orally and in writing.
