We are looking for a Construction Manager for Civil Engineering Structures at the Swedish Transport Administration in Umeå.

This is a consultancy assignment.

The position is 85-100 percent.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The Business Area Large Projects is responsible for procuring and implementing Sweden's largest and most complex infrastructure projects. As one of the country's – and thus the Nordic region's – largest builders and clients, we contribute significantly to societal development, both in the planning and construction phases. We place great emphasis on completing our projects on time, within budget, and with the expected content. Some of our largest projects currently include the implementation of the train traffic control system ERTMS and the investment projects Norrbotniabanan, Förbifart Stockholm, Ostlänken, and Västlänken.

The Norrbotniabanan program is a new 270 km long single-track railway between Umeå and Luleå. For the section between Dåva and Skellefteå, the program has received a construction start decision, and contracts will be initiated, while detailed design for the preparation of construction documents is ongoing. For the section Umeå–Dåva, construction is underway, and the planned start of traffic is in 2026.

The assignment is a consultancy role regarding construction management within civil engineering structures for the Swedish Transport Administration in the Norrbotniabanan project.

The assignment includes participating in the planning of the production phase and acting as a construction manager for both road and railway-related projects. This means that the consultant will work as a resource reinforcement in the client's project organization. The client is responsible for the overall planning and management of the project, while each contractor is responsible for managing and executing their own contract.

The work of planning production should be carried out by the resource in close collaboration with the project's project manager. The resource will not lead the contractor's production work but will perform time, technical, and economic coordination, monitoring, and follow-up, as well as serve as a sounding board for both the client and the contractor.

Job Responsibilities

The construction manager leads and coordinates the construction management for the assigned area/contract/technology. The construction manager supports the project manager in production technical matters to ensure that what is delivered is in accordance with the agreed terms. The construction manager should actively work within the assigned area/contract/technology to provide a basis for decisions aimed at creating efficient production and ensuring that the contract is executed in the best possible way towards set goals. The consultant and project manager will collaboratively define a more precise clarification of the work content.

The scope is primarily as follows, but not limited to:

• Follow up that assigned contracts are executed in accordance with contract documents.
• Participate in production technical solutions on-site.
• Be responsible for daily contact with the contractor to facilitate cooperation and the progress of the contract.
• Monitor and follow up the contractor's work and report further within the area of responsibility according to agreement with the project manager.
• Identify problem areas and provide the project manager with advice before decisions on preventive and corrective actions as well as financial settlements.
• Collaborate with other construction managers for adjacent contracts.
• Ensure that necessary permits, building permits, and other essential conditions are in place.
• Keep a diary of significant events and regularly review and sign the contractor's diary.
• Follow up that final documentation from the contractor is received and participate in the review of final documentation and as-built documents in consultation with the handover coordinator.
• Ensure that the contractor's self-monitoring is carried out according to agreed plans, review the contractor's control plans and work preparations, and follow up and participate in inspections.
• Take minutes at meetings.

Requirements (IMPORTANT)

• At least 5 years of experience as a site manager, construction manager, sub-project manager, work leader, project manager, assignment leader, or equivalent for assignments regarding civil engineering contracts within road and/or railway. Work experience should not be older than 10 years. • At least 3 years of the above experience should be as a construction manager or alternatively as an inspector within bridge projects concerning road and/or railway. • Documented training in AMA Anläggning 17 or later edition. • Documented training in General Terms (AB04). • B driver's license. • Completed and approved training in Concrete Class 1.

Desirable

For the client, it is an added value that the consultant has experience working as a construction manager or alternatively as an inspector within bridge projects concerning road and/or railway. It is also desirable that the consultant possesses strong communication and problem-solving skills.
