Assignment Description
Your assignment consists of contributing to our client's expansion of new and renewal of existing facilities. You will be responsible for the entire procurement process from the preparation of tender documents and contracts, to evaluation of bids. You will engage in dialogue with both internal clients and external suppliers, as well as work with contract management. Your role will be to support the organization with their need for consulting services. Your responsibility is to guide the clients in our process and ensure that procurements are conducted correctly. Procurements and orders with our client are carried out in accordance with LUF, the Public Procurement Act within the supply sectors.
The work is performed in close collaboration with other employees in the procurement unit GIK – Procurement Consultants, with other procurement colleagues in the department, as well as many parts of the organization and suppliers. The assignment requires good competence and understanding of communication and relationship building, as the procurement role involves contact points throughout the organization and with suppliers. Our client places great importance on you being organized and working in a structured manner. The client also expects you to take a proactive responsibility for the entire procurement process and to support and drive the procurement process if the organization needs it. All for the most efficient workflow possible.
In this area of work, we operate in many different systems, so it is of great importance that you are quick to learn new systems. You should easily grasp instructions and understand the importance of details and the bigger picture.
Job Responsibilities
This assignment primarily involves procuring consultants from their framework agreements. You are the link between the client's needs and the suppliers' competencies. Based on the clients' needs, you will administer the procurements that have been initiated to ensure a fast and qualitative handling according to their processes and in accordance with LUF's regulations. The client works digitally with all procurements in ServiceNow (SVEA) and in e-Procurement. Your job responsibilities include, among others:
- Drafting assignment descriptions and requirements together with the client from the organization.
- Compiling and reviewing bid forms and then sending the procurement request to framework suppliers via e-procurement.
- Answering questions during the bidding period from suppliers and responding to the organization's questions regarding procurements and contracts related to consultants.
- Preparing decision documents for allocation.
- Assigning and executing contracts and purchase orders and following up with suppliers.
- Archiving as well as some management and follow-up of procurement agreements which may include extensions, budget increases, index adjustments according to agreements, etc.
- To continuously carry out a smooth and efficient procurement process, you will also have contact with the security unit in certain matters regarding security classification and contracts.
- Contact with framework suppliers regarding contract issues.
- Supporting the organization in procurement matters.
- Working proactively to reduce lead times in the procurement process.
- Contributing your expertise to constantly improve the client's working methods, routines, templates, and processes in procurement-related matters.
Mandatory Requirements
- You must have at least 3 years of experience in operational procurement work.
- You must have at least 3 years of experience in procuring consultants from/to framework agreements from a procurement perspective as a primary job responsibility, and have independently conducted the procurements from start to finish. (At least 50% of your working time should have been spent on procuring consultants as part of your job responsibilities, and not as a primary job responsibility.)
- You must have at least 2 years of experience in conducting consultant procurements according to LOU or LUF.
- 2 years of work experience in the IT, construction, energy, infrastructure, or electrical power industry.
Value-Added Requirements
- At least 1 year of work experience in procuring technical consultants within the last 5 years.
- At least 1 year of work experience in procuring IT consultants within the last 5 years.
- At least 1 year of work experience in procuring consultants and/or teams for projects within the last 5 years.
- A bachelor's degree in a relevant field, such as economics, engineering, law, behavioral science, or a vocational education in procurement.
