Investigation Section

The Police Area of Västerbotten operates throughout the Västerbotten County, divided into 3 local police areas, an investigation section, a task force, a dog unit, and a police area administration.

We are now looking for an investigation leader for the investigation section in the Västerbotten police area, which consists of eight groups: the investigation group, serious crimes, crimes in close relationships (3 groups), fraud, on-call FU management, and station commanders. The investigation section is responsible for investigations within each group's area of expertise and for ensuring that the police area's station commanders and on-call preliminary investigation leaders are staffed. Additionally, the investigation section is responsible for qualified surveillance work and handling of covert coercive measures.

Investigation Section's Surveillance Group

The Surveillance Group in the investigation section is located in two locations: Skellefteå and Umeå, and serves as the police area's surveillance resource, working against the police area's problem images under the leadership of a group manager. Cases handled by the surveillance groups are usually very extensive and prolonged in time, both in terms of surveillance and investigative activities, but cases with shorter forecasts are also handled. The surveillance and investigation groups collaborate on self-initiated cases, which often involve covert coercive measures and special surveillance methods.

We are now looking for a surveillance leader with a placement in Skellefteå or Umeå.

Job Responsibilities

As a surveillance leader, you will be placed in the surveillance group and report to the group manager. In the role of surveillance leader, you will be responsible for operationally leading the police area's combined surveillance capability while collaborating with the police area's investigation and intelligence operations.

As a surveillance leader, you will operate within the national surveillance concept, NSK, and have the ability to conduct:

  • External person surveillance (NPS) and intervention surveillance (NIGS)
  • Internal surveillance
  • Surveillance supported by covert coercive measures
  • Technical surveillance
  • Analysis and preparation of gathered information
  • Investigation of cases using the surveillance organization's special competencies
  • The cohesive link between the police area's investigation and surveillance operations

Your role includes exercising leadership in ongoing cases and creating a comprehensive picture through continuous analysis of surveillance operational efforts. You will lead at an operational level and convey overarching strategic directives and intentions to managers working in direct leadership, as well as collaborate with other internal and external actors, both nationally and internationally as needed. As a surveillance leader, you will ensure that operations are conducted according to the Police Authority's intentions and guidelines, efficiently and cost-consciously in accordance with applicable legislation, regulations, and other rules.

Qualifications

We are looking for someone who has:

  • Police degree, in accordance with the Police Ordinance (2014:1104)
  • Experience working in surveillance operations
  • Experience in leadership or other meritorious assignments within surveillance and/or investigation operations
  • Very good ability to express yourself verbally and in writing in Swedish and English

Meritorious are:

  • Good knowledge of advanced surveillance methods
  • Good knowledge and experience working with covert coercive measures
  • Experience and knowledge in preliminary investigation management
  • Experience in investigation and/or intelligence work
  • Experience collaborating with external actors
  • Experience in international collaboration

Personal Characteristics

The role of surveillance leader requires a high degree of personal responsibility and the ability to independently organize your work. You are analytical and take your own initiatives to solve emerging problems. We are looking for someone who can work systematically even under stressful conditions while being flexible considering the event-driven environment. Since the section's cases are often extensive and prolonged over time, it is required that you are persistent and prepared to work with a long-term perspective and have the ability to prioritize and see the whole picture for the decisions or activities you participate in.

As a surveillance leader, you will have significant contact with both internal and external actors, which requires you to be receptive, unpretentious, and relationship-building. You provide clear directives to employees to drive operational cases and investigations forward. In consultation with the group manager, you coach, motivate, and support the group's employees and create conditions for them to reach their full potential.

As the role of surveillance leader is constantly evolving, a willingness and ability to develop both yourself and the organization is required.

The role of surveillance leader is a key function in the national surveillance concept, which may require you to serve in another location.
