We are looking for a coordinating environmental specialist for the Swedish Transport Administration, stationed either in Borlänge, Örebro, Gävle, Uppsala, or Eskilstuna.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

Raget is a temporary resource reinforcement as a coordinating environmental specialist within the Swedish Transport Administration's Central Region. The assignment consists of the following:

• Resource consultant coordinating environmental specialist within the investment area, department of Technology and Environment.
• The assignment involves coordinating various types of environmental issues in several road and railway projects in the Central Region within the areas of Investment and Major Projects. The relevant projects are primarily located in the Central Region, but there may also be work in projects in other regions.
• The assignment includes transferring knowledge to employees at the Swedish Transport Administration regarding the tasks performed by the resource consultant for the Swedish Transport Administration.

Job Responsibilities

The coordinating environmental specialist is an environmental specialist with interdisciplinary knowledge and experience to coordinate a range of complex environmental issues in close collaboration with project management in projects and programs. The role as a coordinator involves coordinating, planning, driving, and following up on the environmental work of the projects to ensure the progress of the projects – from the planning phase to the closing phase. In the role of coordinating environmental specialist, both leadership knowledge and environmental knowledge are needed, as well as the ability to take a holistic perspective. The coordinating environmental specialist may seek assistance from environmental specialists in various subject areas as needed. The Swedish Transport Administration's project management model, Active Project Management, and the role description for environmental specialists provide support in the assignment.

Main responsibilities for the environmental specialist include within the knowledge area: • Being an expert and contributing to ensuring that projects follow the Swedish Transport Administration's management system within the knowledge area and continuously working for constant improvements • Guiding project organizations in the application of internal working methods, routines, instructions, method descriptions, templates, and tools • Providing advice and instructions for problem-solving within their knowledge area and providing support and advice to project organizations • Supporting projects in ensuring that documents and documentation comply with environmental legislation and internal environmental requirements and decisions • Participating in consultant and contractor procurements at all stages with support in developing assignment descriptions, requirement specifications, scope assessments, etc. • Preparing documents and driving and consulting on permit matters, notification matters, and exemptions • Supporting project managers in contacts with authorities and other external stakeholders • Supporting project management in the preparation of changes and additional work (ÄTA). • Participating in the review of as-built documents and management data prior to handover.

Requirements (IMPORTANT, mandatory)

Education: Bachelor's or university degree, at least 180 credits, in the environmental field or equivalent that can be assessed as equivalent by us. Experience: At least 5 years of relevant professional experience in the environmental field by having performed several assignments as an environmental specialist or equivalent. The assignments must have included coordination of environmental issues in community construction projects concerning planning, design, and/or construction. The consultant's participation in the assignments must not be older than 10 years from the bid date. The offered consultant must have broad general competence in Swedish environmental legislation (the Environmental Code and associated environmental legislation) and experience working with environmental permits, notification matters, and exemptions. The offered consultant must have a structured and analytical working method, be attentive, have good collaboration skills, and possess communicative qualities. Driver's license. Work on road step 1.1. BASÄVISTA/BASÄSKYDD (no later than three months after the start of the assignment)

Desirable

For the client, it is an added value to have experience in assignments as an Environmental Specialist (Resource Consultant/Assignment Consultant) in projects whose main purpose is to plan and build state or municipal road and/or railway facilities.

For the client, it is an added value that the offered resources have experience in quality assurance of environmental requirements during the construction phase.
