Luleå is growing! The focus is turning north, and great things are happening in our municipality. We have community development projects ongoing throughout the municipality and at various scales.

We are looking for a GIS Developer for the Geodata section, which currently consists of 11 colleagues (GIS Strategist, GIS Developers, GIS Engineers, Coordinators, and Survey Engineers) who all share a passion for GIS and geodata. The section works as a support for the entire municipal group with GIS and geodata.

RESPONSIBILITIES

As a GIS Developer, you will be one of the municipality's experts in GIS and geodata. You will help develop the municipality's Esri-based GIS platform so that officials, citizens, and businesses can use, access, and benefit from geodata in various types of applications and services. You will be part of our innovative team - the section's GIS function with GIS strategists and GIS developers and will have close dialogue and collaboration with the municipality's other IT expertise and GIS suppliers.

An important role is to work with service-based GIS development in our internal and external GIS and geodata portals. Portals with applications are used by both the municipality's citizens and officials, so you need to be responsive and skilled at communicating with, supporting, and assisting our users and understanding their needs. You will also be involved in developing existing and new processes.

You are the object specialist in our system management, which we operate according to a municipality-adapted PM3 model.

As a GIS Developer, you will among other things:

Work with system development with an agile approach, by setting up, administering, developing, configuring, and testing applications in the municipality's GIS platform
Be involved in requirements, development, and planning work for various types of GIS solutions that will benefit users
You can also assist with expert knowledge when it comes to making analyses, processing, and creating geodata
Train and support users
Information security and access management

QUALIFICATIONS

We are looking for someone who is a civil engineer, systems scientist with a focus on GIS, GIS engineer, or has similar education and knowledge. The role requires you to have several years of experience in GIS development, preferably within municipal operations, larger organizations, and varied industries. We assume that you have very good knowledge of and have worked with ArcGIS Enterprise, extensive ArcGIS Server, and ArcGIS Pro. We would also like you to have experience configuring apps in ArcGIS portal.

Much data management is done using FME to automate geodata flows and integrate with other systems within Luleå Municipality. We consider it highly meritorious if you have experience working with FME.

It is also meritorious if you have programming experience, specifically knowledge of the languages used to develop the Esri platform, such as ArcGIS JavaScript API and Python. We also see it as an advantage if you have worked with and have knowledge of other GIS systems. In the municipality's GIS platform, we have users who utilize, among others, GEOSECMA, FB Webb (Property and Population), AutoCAD, TopoCAD, ISY Road.
