The Procurement Unit is expanding, and we are now looking for a Procurement Officer.
Your responsibilities and tasks
In the role of Procurement Officer, you carry out operational procurement based on current procurement legislation. You handle administration, support the procurement support team, and, in collaboration with the business unit's requesters, execute procurement through direct procurement, renewed competitive tendering, and call-offs from framework agreements.
Other tasks included in the role include, for example, releasing documents, contract extensions, index adjustments, and contract follow-up.
You will be part of a team, but the role also involves being ready to carry out procurement across the entire agency's operations. The work requires you to work independently while collaborating closely with managers and employees throughout the agency. You will also have contact with other authorities, organizations, and various suppliers.
Together with your colleagues, you will work on developing, streamlining, and quality-assuring the agency's procurement processes, as well as defining the framework for the procurement function. You will also be given your own areas of responsibility to develop.
Your knowledge and competencies
We are looking for you who have at least one of the following requirements:
- A post-secondary education in engineering/IT, procurement, economics, or another relevant area, and at least two years of experience in public procurement; OR
- At least three years of practical experience in public procurement or other experience that we assess as equivalent.
As a Procurement Officer with us, you are also required to have generally good knowledge of the Public Procurement Act and good ability to express yourself orally and in writing in Swedish and English.
Merits:
- Experience working with procurement/e-commerce tools available on the market.
- Experience with contract follow-up.
- Experience in developing procurement processes and routines.

About the employment
We offer a permanent full-time position with an initial probationary period. The location is Karlstad. Travel for work purposes occurs.
The majority of our positions involve security classification. Swedish citizenship is usually required. In the case of security classification, a security check with register control will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are mobilization-placed (krigsplacerade).
About us
The Procurement Unit is a central function that both supports and guides the entire agency within the procurement process. The unit's task is to direct, develop, manage, and follow up on the agency's work with procurement and contract management. Furthermore, it involves directing and driving the agency's procurement work and developing and managing associated system support, processes, routines, and methods for following up on contracts and suppliers. The Procurement Unit is divided into teams and is led by the agency's Head of Procurement.
