The position is located within the Department of Stockholm City Library at the Cultural Administration, specifically in the unit for Digital Development and Library Systems. The unit's mission is to develop and manage the department's digital services and business systems, such as the website and library system, as well as coordinate the public IT environment, including computers, printers, digital screens, self-service kiosks, and sorting machines at the libraries. The operations are in an exciting phase with various development projects underway. Here, you will help drive digitalization and business development to contribute to a cutting-edge library service focused on the people of Stockholm.

Your role
The unit is responsible for a library database system handling borrowers and catalogs, along with approximately 20 integrations with the website, financial system, electronic personnel system, loan kiosks, sorting machines, ID portals, etc. The system was delivered in February, and in the autumn, another integration with a logistics system will be implemented to further develop the handling of media.
This is a one-year fixed-term position with the possibility of extension. Start date: ASAP.
We are currently looking for a Product Owner (Objektledare) responsible for leading the development and management of the system and its integrations. In the autumn, work will begin to organize systems and workflows in accordance with the principles of the product governance model PM3. Therefore, it is desirable that you have extensive experience working according to PM3.
The role of Product Owner is a leadership role responsible for designing and leading the work for the approved product plan.
The duties of the Product Owner include:
- Develop proposals for a product plan including goals, activities, priorities, risks, consequences, as well as estimated costs and time/skill requirements.
- Lead and execute work to implement the product plan's goals within given constraints in a cost-effective manner.
- Prioritize and make decisions within the framework of the product plan in consultation with the unit manager.
- Monitor goal achievement in relation to risks, time, and costs.
- Participate in user forums and coordinate and administer the handling of business needs.
- Accept deliveries from suppliers.
- Monitor external and internal IT suppliers.
- Collaborate in the development of business components and ensure existing ones are current and relevant.
- Collaborate with relevant stakeholders, system owners, and functions where dependencies exist.
- Communicate changes.
- Monitor the external environment and follow trends and opportunities for the business and citizens.
Your skills and experience
- An academic degree, preferably at least 180 ECTS credits, preferably with a focus on IT and/or pedagogy, or other education/experience deemed equivalent by the employer.
- Experience in planning, steering, and leadership.
- Worked with project governance models and/or management models, preferably PM3 or ITIL.
- Experience in developing, implementing, and monitoring product plans, management plans, or project plans.
- Experience in delivery management.
- Experience working in an organization with many suppliers and a complex IT environment.
- Fluent in Swedish and English, both spoken and written.
It is meritorious if you have:
- Experience in change management.
- Experience in information security work.
- Experience working with data quality, metadata, and data governance.
- Experience in assignments within public/municipal operations.
