Description

A Strategic Infrastructure Developer is a key person within Sotenäs Municipality, responsible for steering and developing the municipality's physical infrastructure – such as streets, parks, buildings, harbors, and technical systems – from a long-term and sustainable perspective. The role also serves as a cohesive and strategic function at the interface between the municipality and the water and wastewater company.

Main Areas of Responsibility

  • Long-term planning: Work with investment plans, maintenance strategies, and reinvestment needs, linked to operational requirements.
  • Analysis and prioritization: Analyze the condition, lifespan, and cost development (life-cycle cost) of the infrastructure, and identify various investments to avoid acute maintenance backlogs.
  • Strategic investment management: Prepare decision-making materials, assess benefits, risks, and economics, and support the budget process.
  • Development of working methods and control: Introduce and develop models for prioritization and structures for the municipality's infrastructure and buildings, contributing to increased data-driven management.
  • Sustainability and future-proofing: Ensure that infrastructure is developed with regard to climate requirements, energy efficiency, robustness, and safety, and integrate sustainability into investments.
  • Support to management and politics: Prepare service reports and impact assessments, and explain complex technical and economic relationships in an understandable way.

Tasks

As a Strategic Infrastructure Developer at Sotenäs Municipality, you will work with, among other things:

  • Develop and update long-term investment plans.
  • Analyze needs based on operational requirements and legal requirements.
  • Identify maintenance backlogs and reinvestment needs.
  • Prepare service reports and decision-making materials for management and committees.
  • Conduct cost and benefit assessments (e.g., life-cycle cost).
  • Support the work with the investment budget.
  • Work with models for prioritization and follow-up of investment projects.
  • Integrate sustainability goals and robustness into planning and prioritization.
  • Collaborate with other municipalities, regions, and authorities, and follow technical development and regulations.
  • Initiate strategic development projects and contribute in early stages of major investments.
  • Follow up on completed investments based on benefit and effect.

The role is a bridge between technology and operations, working to ensure that the municipality builds, develops, and manages the right things – at the right time – at the right cost. The focus is on what, why, and when – not on the details of how the implementation is carried out.

Qualifications

Relevant university education in civil engineering, technology, or equivalent, or other education combined with several years of relevant experience.

Good understanding of infrastructure life cycles and experience with investment planning and strategic development work are meritorious.

The role requires strong analytical skills, economic understanding, and the ability to produce and communicate decision-making materials. Experience working in a politically governed organization is meritorious.

Furthermore, it is important to be independent and able to drive issues forward on your own. The role also presupposes a pronounced relationship-building ability, with the capacity to build trust and collaboration within the organization.
