Deputy Head of Office for the Middle Civil Defence Region

Sweden is divided into six major geographical areas for civil leadership and coordination. In each civil region, there is a responsible County Administrative Board, of which the County Administrative Board in Örebro County is one. The Middle Civil Defence Region consists of Dalarna County, Gävleborg County, Uppsala County, Södermanland County, Västmanland County, Värmland County, and Örebro County.

The Governor is ultimately responsible as the Head of the Civil Defence Region and has the Regional Office to assist in the mission to coordinate and lead the civil defence in the Middle Civil Defence Region. The mission includes responsibility for planning and preparations in the event of major cross-county crises, as well as during heightened alert levels within the civil region.

The Regional Office consists of nine employees and a Head of Office. We are now looking for a Deputy Head of Office who will support the Head of Office in developing and ensuring our resilience during crises and heightened alert levels.

Job Description

As Deputy Head of Office, you support the Head of Office regarding the responsibility for the office's operations and in developing the work in such a way that the greatest possible resilience can be achieved during major cross-county crises and heightened alert levels, so that societal functionality can be maintained and contribute to the greatest possible defence capability. You do this, among other things, by leading and distributing work in daily operations, coaching employees, and continuously monitoring the operations.

A large part of your work involves ensuring good cooperation with the County Administrative Boards within the Middle Civil Defence Region, as well as with other civil regions, emergency management authorities, and the Swedish Armed Forces.

As Deputy Head of Office, you also replace the Head of Office in various contexts when necessary. You support the Head of Office in various leadership matters and produce decision materials for the Head of the Civil Defence Region.

Qualifications

We are looking for someone who has

  • Relevant university education or other education combined with experience that the employer deems equivalent.
  • Experience of working with crisis preparedness and total defence issues.
  • Experience of cooperating and collaborating between authorities and emergency actors at different levels.
  • Experience of preparatory and capability planning.

It is meritorious if you have experience

  • Of working within crisis preparedness, civil defence, and total defence within a County Administrative Board.
  • Of developing and driving working methods and processes.
  • Of coordinating and cooperating with emergency authorities and/or the Swedish Armed Forces.
  • Of staff work and crisis management with experience in making decisions based on limited information.
  • Of producing decision materials and background documents for presentations.
  • Of case handling in public operations with regard to public access and confidentiality.
  • Of handling and producing protected information.
  • As a leader and manager.

As a person, you have a flexible attitude towards tasks and working methods and adapt easily to changed circumstances, as well as seeing opportunities in changes. You have a development focus in your actions and often come up with ideas and new approaches to various issues.

Through your good cooperation skills, you contribute to a good community within the work group and you are keen to build new relationships. You relate to your colleagues and those you collaborate with in a listening and smooth manner with good communication skills. You are good at weighing together complex information and different types of considerations.

To thrive and succeed in the role, you also need to be good at driving your tasks forward. You take initiative and work structurally by planning and carrying out your work in an effective way within given or self-set timeframes. You have good analytical skills, a broad perspective on issues, and are a good writer. This means you understand the connections between areas and measures, the consequences of events, and long-term effects, and contribute with suggestions for solutions in collaboration. You have good ability to coordinate and lead work groups. As a person, you are calm, stable, and controlled in stressful situations and maintain a realistic perspective on situations and focus on the right things. You have good judgment and solid knowledge of crisis preparedness, civil defence, and total defence.

You express yourself well orally and in writing and master the different parts of the Office package. You express yourself fluently in English, both orally and in writing, and have good reading comprehension.

A driver's license for a passenger car is required.

Employment

The employment is a permanent position starting with a six-month probationary period, with trust-based working hours, as well as a management appointment for four years with the possibility of extension. Swedish citizenship is required as the position is security-classified and a security check will be conducted according to the Security Protection Act (2018:585).
