Sveriges utrikes underrättelsetjänst (UND) – the Swedish Foreign Intelligence Service – is being established as part of this reform. We are building a brand-new agency that will contribute to strengthening the Swedish intelligence community.
Job Description
We are looking for an IT Procurement Specialist/Purchaser to handle the procurement of products, services, and consulting services.
Responsibilities
Key responsibilities include planning, executing, and following up on procurements of products, services, and consulting services. The role involves developing requirements in collaboration with business units, managing supplier dialogues, and contributing to establishing the agency's routines for purchasing and contract management. You will work closely with the security clearance function on matters concerning security clearance agreements and supplier vetting. As the agency grows, the scope of responsibility will expand.
Qualifications
You hold a university degree in law, economics, or another field deemed equivalent by the employer, along with several years of experience in conducting complex IT procurements and purchasing. You have good knowledge of procurement regulations. You express yourself well in both spoken and written Swedish and have good command of English.
Experience in purchasing goods and services within the defense or security sector, experience with security clearance agreements and supplier vetting, as well as experience in contract management and supplier follow-up, is considered meritorious. Experience in establishing new procurement or purchasing operations, as well as experience in security-cleared environments, is also considered meritorious.
As a person, you are meticulous, responsible, and have a strong awareness of regulations. You work in a structured manner, are team-oriented, and thrive in a startup-like environment. We place great emphasis on your personal qualities.
Other Information
The position is a permanent employment, initially appointed within the committee tasked with establishing the agency. Probationary employment may apply.
The position is classified for security clearance, and a security vetting process will be conducted before an employment decision is made. You must be a Swedish citizen to be employed by UND.

About the Department
The Department of Economy and Law is responsible for the agency's economic and operational management, reporting, and procurement. The department plays a central role in creating the conditions for the agency to have the economic and legal management required by the operations, as well as a well-functioning procurement process. Initially, the department will develop and implement management models, regulations, and guidelines within its area of operations. Follow-up and development in close collaboration with the business units will be an important task for the department. The department will consist of staff within economic and operational management, reporting, a legal unit led by the agency's chief legal counsel, and a procurement unit.
The Procurement Unit is responsible for the planning, procurement, execution, and management of the agency's purchases of goods and services in interaction with all different parts of the agency's operations. The unit represents the agency in procurement matters vis-à-vis other agencies and suppliers.
Sveriges utrikes underrättelsetjänst (UND) is a new agency that will commence operations on January 1, 2027, and subsequently grow gradually.
UND will serve as a national intelligence resource that supports Swedish foreign, security, and defense policy in times of peace, crisis, and war. By detecting, identifying, and warning of external threats, the agency will promote Sweden's national security interests and the security of our allies. The agency's task is to support the Government, the Government Offices, and other agencies.
The agency will be located in the Stockholm area.
