Senior Project Manager for Technical Services in Hallstahammar Municipality

About the Role

The Project Manager is responsible for planning, leading, and steering projects from idea to completion. The tasks span a broad spectrum, from minor renovations to major conversions and new constructions, where each project contributes to improving the municipality's properties and the services offered to residents. Many changes are happening and will continue to happen in construction in the future, including several new projects, such as energy and ROT projects, as well as new constructions that will affect the entire municipality. The municipality manages approximately 62 properties totaling 160,000 square meters, providing an exciting and developmental work environment.

You will report to the Project Manager (Project Chief) and, together with five other project managers, you will form the unit.

Key Responsibilities

Your main tasks include:

• Independently lead, plan, and steer work during both the design and construction phases throughout the entire project lifecycle on behalf of the municipality.
• Collaborate with the municipality's various committees and departments.
• Develop and monitor schedules with clear control points.
• Actively work with financial management in projects and continuously report project status to the Project Chief, property managers, and operations.
• Monitor and participate in procurements according to LOU (Public Procurement Act) and follow up on contracts.
• Identify and manage risks and document decisions.
• Collaborate with responsible controllers, contractors, and other relevant actors.
• Evaluate projects after completion and compile project reports.
• Contribute to the development of the department's and the municipality's routines and processes.

Qualifications

To thrive in the role of Project Manager, we are looking for you who have a post-secondary education with a focus on property, construction, or technology, or alternatively, you have equivalent work experience that we consider relevant for the position.

You have several years of experience as a project manager for construction projects and have previous experience in municipal operations.

You are comfortable with PBL (Planning and Building Act), ABT06, AB 04, BBR (Swedish Building Board's Regulations), and LOU, and have experience with different procurement and contracting forms.

You have a good business understanding and can steer projects based on time, economy, and quality. Finally, a B driving license is required for this position, as well as proficiency in Swedish and English, both spoken and written.

Experience in driving construction projects within politically governed organizations gives you unique insight into the challenges and requirements that may arise in such an environment, which Hallstahammar Municipality views positively. It is an advantage if you have experience with systems like Vitec (property system) as well as business and economic systems such as Visma. If you have not worked in these systems before, we would appreciate it if you were curious and quick to learn new digital tools.
