We are looking for a Unit Manager for our Infrastructure Unit within Urban Development – do you want to help shape the future of Nacka?

Nacka Municipality is one of Sweden's most dynamic municipalities, where sustainable societal development, efficient management of economic resources, innovation, and quality are in focus. The Infrastructure Unit is responsible for the design, procurement, and expansion of the municipality's public infrastructure, such as roads and utility systems. We build infrastructure that will be owned and managed by the municipality, as well as contributing to external projects in the urban planning process.

We are now looking for a structured and driven Unit Manager for the Infrastructure Unit within the urban development process.

Your Role

As Unit Manager, you play a central role in developing our working methods and processes for infrastructure. You are part of the Director of Urban Development's management group and lead your own management team, consisting of an Assistant Infrastructure Manager and 3 Group Managers. Within given frameworks and in line with the municipality's goals, you are responsible for leading, coordinating, and driving the unit's work from planning and design through to implementation and handover to operations.

The urban development process consists of 4 units: The Unit for Strategic Urban Development, the Planning Unit, the Development Unit, and the Infrastructure Unit.

Your Main Responsibilities

  • Personnel responsibility: responsible for resource planning, salary setting, competence development, recruitment, and working environment.
  • Responsible for driving business development both within your own unit and in collaboration with other units in the municipality.
  • Member of the Director of Urban Development's management group and steering group.
  • Responsible for the unit's operational economy.
  • Responsible for sub-project economy (infrastructure). The Unit Manager for Infrastructure has the main responsibility for the budget in implementation projects.
  • The Unit Manager for Infrastructure decides on implementation agreements with utility owners and escalates matters to the Urban Development Steering Group led by the Director of Urban Development. The Unit Manager for Infrastructure acts as the representative when this responsibility cannot be delegated to a Group Manager.

Qualifications We Are Looking For

We are looking for you who are structured, orderly, communicative, and confident in your role as a leader. You thrive in a complex operation where you easily switch between planned tasks and event-driven situations.

With perseverance and precision, you drive the unit's operations forward in close collaboration with other units in the municipality and external parties. You have the ability to see the big picture and understand your role in the larger context. You have high moral standards and ethics, given that you lead an operation within the public sector. You work in a structured manner and are good at prioritizing, which is crucial when leading an operation that drives many complex projects in close proximity to Nacka Municipality's citizens.

Requirements

  • University/college degree in civil engineering, infrastructure, or equivalent.
  • Experience from a similar role and familiarity with working on large infrastructure projects.
  • Experience managing managers.
  • Documented project management experience with at least 10 years of experience.
  • Experience in design and production.
  • Good knowledge of economic control, economic follow-up, reporting, and project administration.
  • Experience with LOU (Public Procurement Act) and application of AMA Infrastructure, MER Infrastructure, AB04/ABT06, ABK09.
  • Documented knowledge in working environment, procurement, contract law, and industry regulations.
  • Valid driver's license (Category B).

Meritorious Qualifications

  • Long experience of complex infrastructure projects (10+ years).
  • Experience from state or municipal operations.
