RISE is Sweden's national research institute and innovation partner. We strengthen Sweden's resilience, among other things, through research and testing linked to total defense. The Total Defense Unit is in an exciting phase of development and is now strengthening its ability to meet the rapidly growing demand in the field. The unit operates across the entire group with the mission to coordinate and support RISE on issues concerning total defense. We are now looking for a Bid Manager/Tender Coordinator who wants to contribute to building up and centrally coordinating our tender portfolio in this area.
About the role
As a Bid Manager within total defense, you are responsible for driving and coordinating tender processes linked to total defense projects – both civilian and military. The role involves:
- Identifying, analyzing, and prioritizing relevant tenders and funding opportunities in line with RISE's strategic direction.
- Leading and structuring the entire tender process up to submission, including coordinating internal experts and support functions.
- Ensuring that tenders meet requirements according to the Public Procurement Act (LOU), security protection legislation, and other applicable regulations.
- Developing and implementing strategic tender planning that strengthens RISE's long-term position within total defense and security.
- Developing and strengthening professional relationships with authorities, defense-related actors, and other relevant partners.
You will belong to the Total Defense Unit, which is currently incubated under the Department of System and Product Safety, but is a central organization supporting all six divisions within Total Defense. You will work closely with our business developers, project managers, and researchers to ensure competitive and strategically directed tenders and to support our divisions.
The position may be subject to security clearance.
The location for the position is Borås, Gothenburg, or Stockholm.
Who are you?
We are looking for someone with several years of work experience in bid management within the public sector, preferably with a connection to defense, security, or emergency preparedness. To succeed in the role, you have:
- A good understanding of how total defense is organized and the conditions for public funding in the field.
- Experience of leading complex tender processes within the public sector.
- Good knowledge of the Public Procurement Act (LOU) and other relevant regulations.
- The ability to interpret and translate legal and administrative requirements into practically executable solutions.
- Experience of financial follow-up and reporting linked to procurement or funded projects.
- High security awareness and experience in handling confidential information.
- Experience working with CRM systems (e.g., Lime CRM).
- An academic degree in, for example, political science, law, business administration, engineering, or another field relevant to the position.
- Very good knowledge of Swedish and English, both spoken and written.
Furthermore, as a person, you need to be self-reliant, structured, and business-minded with good strategic ability. You thrive in a role where you lead without formal personnel responsibility and create momentum in complex contexts. You have an agile working style and are comfortable acting quickly when necessary to mobilize the right competencies when new tender opportunities arise. Your ability to build good relationships and create trustful collaboration enables researchers and other experts to contribute effectively to tender processes, even under time pressure. You have high integrity, good judgment, and act professionally in dialogue with financiers and collaboration partners. You are used to presenting to various target groups and navigating environments where requirements for security and quality are high.
