Region Stockholm holds the overall responsibility for ensuring that everyone living in or visiting the region has access to a well-developed, easily accessible, and reliable public transport system. The mandate of the Transport Administration (TF) is to prepare and implement decisions regarding the direction and scope of a long-term sustainable public transport system. Additionally, we are responsible for the management and follow-up of traffic operations, as well as maintaining the function, safety, and value of the infrastructure. Every day, more than 700,000 people travel using public transport, including the metro, buses, commuter trains, and local railways.

About the Assignment

The Tramway Kista Branch Program is currently seeking a driven Construction Manager for traffic, civil works, and utility diversions, with experience in large and complex infrastructure projects.

The assignment is primarily intended to serve as a Construction Manager for civil and construction works in the preparatory contract KG26 and contract KG24 civil works. The role also involves coordinating the contractors' Traffic Arrangement (TA) plans in Kista and maintaining the project's contact with the municipality regarding TA issues.

Contract KG26 consists of utility diversions in a preparatory contract in Kistagången. Contract KG 24 includes ground reinforcement works, utility diversions, traffic diversions, civil works for two stops, track substructure, road construction, demolition of two bridges, and construction of a new bridge, from Jan Stenbecks Square through Kistagången to Helenelund.

In Kista, the project has an additional civil and construction contract that needs to be coordinated, and the municipality will also have contracts affecting traffic in Kista.

The assignment may also include work in other parts of the program.

Examples of duties and responsibilities:

• Collaborate with the Project Manager on production planning for complex utility diversions in an urban environment.
• Collaborate with the Project Manager on production planning for traffic closures in Kista and coordination between multiple contracts.
• Assist in preparing tender documents, review them, and provide feedback from a production perspective.
• Be available for site visits and during the question/answer period.
• Actively follow up and report on the progress of the construction contract regarding time, cost, and quality.
• Collaborate with the Project Manager on coordination for complex utility diversions.
• Collaborate with the Project Manager on coordination of traffic closures with side contractors and adjacent sub-projects.
• Collaborate with the Project Manager on coordination with side contractors and adjacent sub-projects.
• Be responsible for change orders and additional works (ÄTA) based on the contract, document these, and report them continuously to the Project Manager.
• Be responsible for and coordinate the review of the contractor's quantity basis for economic meetings.
• Be responsible for input regarding forecasts for the current construction contract.
• Participate in and minute construction meetings based on an agreed agenda.
• Support the contractor in developing work plans, schedules, and detailed weekly plans. Approve them when ready and communicate these to adjacent operations and stakeholders.
• Ensure the project follows the Transport Administration's requirements according to the project and program handbook regarding documentation and archiving.
• Follow up on the contractor's self-control and ensure work is carried out according to applicable laws, regulations, and requirements, as well as prepared documents.
• Make necessary decisions for the project based on the mandate.
• Participate in inspections and assist in handover to the Traffic Department.
• Represent TF and the project in contact with various external parties and actors such as utility owners, authorities, suppliers, and contractors.
• Report to the Project Manager and coordinate with the rest of the project team.
• Participate in project-related meetings to receive information on the progress of operations.

Competence Requirements

We expect you to have experience, clearly demonstrated in your CV, including:

• At least ten (10) years of cumulative work experience in a leading position as a site manager, construction manager, or production manager within Civil/Construction/Rail/Road, including work with production and scheduling.
• At least five (5) years of work experience within a client organization in a municipal, regional, or state authority.
• Documented work experience as a site manager/construction manager/project manager in assignments with coordination responsibility for complex utility diversions involving multiple utility owners for at least five (5) years.
• Documented work experience as a site manager/construction manager/project manager in assignments with coordination responsibility for traffic closures in infrastructure contracts with a project/program budget of at least 150 million SEK for at least five (5) years.
• Documented knowledge of AMA and MER. With reference to training completed within the last 5 years. And documented experience of working with AMA and MER Construction in at least one (1) assignment larger than 150 MSEK.

Value-Added Requirements

• Documented work experience from complex utility works in an urban environment, in at least one (1) reference project, with a contract sum of at least 100 million SEK.
