Head of the Section for Direction and Development of Education

The Swedish Civil Contingencies Agency is the leading, directing, and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

We make Sweden ready.

Do you want to be our next colleague?

As the head of the Section for Direction and Development of Education within the Department of Rescue Services, you will lead a team of about 15 employees working to direct, develop, and ensure the quality of education. You will work closely with your managerial colleagues within the Education Unit. With us, you will have the opportunity to prepare others for crises and wars by developing education for rescue services.

Our leadership is based on trust, compassion, and the willingness to work together. We assume that we do our best and wish each other well. Acting in line with this means contributing to increased safety and a sustainable work life.

Your Responsibilities and Tasks

As a manager with us, you are responsible for operations, personnel, and budget. You are part of the unit's management and leadership group and contribute to the development of operations for both the section, the unit, and the entire department.

As a manager, you are responsible for driving the section's issues at both a strategic and operational level together with your employees. You should lead and steer based on the unit's, department's, and authority's goals and approaches. In your role, collaboration both internally within the Swedish Civil Contingencies Agency and externally with other organizations is included.

As the head of the section, you are expected to actively work to develop and strengthen the authority's educational capacity, especially for upcoming civil duty training. The section was newly formed on September 1, 2025, where you will also actively work to clarify and concretize the section's mission and create a good work environment for your employees.

The authority's educational mission is under significant development, where you are expected to create clarity and prioritize even under changing conditions.

Your Knowledge and Competencies

We are looking for someone who has:

  • Relevant academic education or equivalent education and experience that the employer assesses as equivalent.
  • Experience in a managerial role, preferably from a government agency or other public sector.
  • Experience in leading change and development work.

It is meritorious if you have:

  • Experience in educational activities.
  • Experience in project management.

In all our work, both internally and externally, we must act based on the state value framework. Like all employees and leaders with us, you are expected to act according to the authority's approach.

The approaches apply in everyday life, crises, and war. They should be seen as a whole and build on each other; collaborative – proactive - action-oriented.

To succeed in the role, you must be able to be a secure and stable leader with good self-awareness. Since the section's mission must be solved together with others, you must demonstrate good collaboration skills and can create good relationships with others internally and externally. You show good strategic understanding and can place individual parts in their larger context. We place great emphasis on your personal qualities.

About the Employment

We offer you a permanent full-time position that begins with a probationary period with a fixed-term managerial appointment of four years.

Your place of employment will be Karlstad, and travel is required in the position.

The majority of our positions involve placement in a security class. Typically, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

About Us

The section's task is to direct, develop, follow up, and ensure the quality of education and courses that the Department of Rescue Services and the Department of Population Protection are responsible for. The section is also responsible for the pedagogical direction of the unit.

In the Section for Direction and Development of Education, we are about 15 employees, and we are located in Karlstad, Revinge, and Sandö. In our section, we have both more experienced and more junior employees.

We have an activity-based office where you can choose your workplace according to your needs. You may also have the opportunity for remote work to some extent. We also offer you the opportunity to take a wellness hour, and you will also receive a wellness allowance. For you as a government employee, there are also favorable vacation conditions.

All of us who work at the Swedish Civil Contingencies Agency are expected to and should contribute to increased gender equality and equal treatment for a work environment and a society free from discrimination.
