We are looking for a Strategic Buyer within IT for an authority in the electricity sector.

This is a consulting assignment. The location is Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The role involves independently leading and conducting procurements within IT, system solutions, contracts, consultants, and indirect materials. The person is also responsible for contract management in complex IT projects during the implementation phase and ensuring that procurement processes and legal requirements are followed. The role includes strategic support to clients, development of procurement processes, and support to colleagues in strategic purchasing and public procurement.

Responsibilities

Independently lead and conduct procurements within IT and system solutions for core operations.

Independently lead and conduct procurements within contracts.

Independently lead and conduct procurements in other categories, e.g., consultants, indirect materials, and remedial actions for the power system as needed.

Lead and be responsible for contract management during the implementation phase in complex IT projects (approx. 12 months) from a commercial perspective.

Lead the work of developing procurement strategies.

Lead the work of conducting RFIs.

Lead the work of developing and designing tender documents.

Lead the work of developing processes for evaluating bids.

Support and sometimes lead clients in developing requirements.

Conduct handover of completed contracts to clients and provide support during the contract's term as needed.

Continuously ensure that processes and legal requirements (LUF) are followed in the procurement process.

Contribute to business development within purchasing in general.

Lead and support less experienced colleagues in strategic purchasing and public procurement.

Lead negotiations and follow-up of contracts with suppliers during the implementation phase and commissioning.

Requirements (Mandatory)

You must have at least 10 years of experience in independently leading and conducting IT procurements within public operations.

You must have at least 3 years of experience in independently leading and conducting procurements within public operations according to LUF.

You must have at least 2 years of experience in independently leading and conducting procurements of contracts within public operations.

You must have led and conducted at least 10 procurements according to negotiated procedures, including negotiations with bidders and suppliers.

You must have at least 2 years of experience in leading and supporting colleagues in strategic purchasing and public procurement.

You must be fluent in Swedish and English, both spoken and written.

Desirable

At least 3 years of experience in leading and conducting procurements within the energy sector.

At least 3 years of experience in developing, analyzing, and creating contract templates for IT systems and services.

Experience in conducting at least one security-protected procurement.
