About the role
Do you want to work closely with management and operations in a role where you contribute to the municipality's long-term direction and development? Växjö Municipality is now seeking a Development Manager – a strategically important role with significant scope for action and close collaboration with the Municipal Director and Group Management.

In this role, you will lead and coordinate the municipality's overall development work. You will drive prioritized assignments and create conditions for development initiatives to have an impact throughout the organization, benefiting the municipality's residents. The assignment entails a clear responsibility for translating strategic goals into concrete development within the operations.

As Development Manager, you will also be the overall competence owner for the roles of business developers and investigators across the group. Together with departments and companies, you will identify competence needs and plan and implement relevant competence development initiatives for business developers and investigators within the municipal group.

You will work in close collaboration with departments, companies, and other stakeholders, responsible for identifying, prioritizing, and driving the municipality's development needs. The assignment includes overall responsibility for the Development Unit, with personnel, budget, operational, and work environment responsibilities. You will report directly to the Sustainability Director.

The Development Unit consists of three groups: Development and Analysis, Vitality and Participation, and Climate and Environment. Employees within Development and Analysis report directly to the Development Manager, while the other two groups are led by group leaders who report to the Development Manager.

Växjö Municipality works with business development in project and assignment form, focusing on sustainable development, learning, and efficiency. Together, we contribute to strengthening Växjö Municipality's long-term development capacity and ability to meet future challenges.

The assignment includes:

  • leading and developing the work and employees of the Development Unit
  • being a strategic support to the Municipal Director and Group Management
  • driving and coordinating municipality-wide development, analysis, and investigation assignments
  • contributing to effective governance, follow-up, and process orientation throughout the municipal group
  • building trusting relationships and strengthening collaboration between departments, companies, academia, and other societal actors

You have a networking role with many internal contacts with both officials and politics, as well as external contacts where you represent the municipality in various contexts in collaboration with academia, the region, and authorities.

Qualifications
We are looking for someone with a strong commitment to society who thrives in roles where you take overall responsibility and navigate complex contexts. You have good strategic ability, can see patterns, build structure, and at the same time create engagement and consensus. You are creative, curious, and development-oriented.

You have:

  • an academic education that the employer deems relevant
  • experience in qualified development and change work
  • good analytical skills and experience working with decision-making materials, follow-up, and strategic processes
  • worked in public operations or in politically governed organizations

It is meritorious if you:

  • have experience in managerial or leadership roles
  • are accustomed to working in matrix organizations and in close collaboration with management

As a leader, you are confident, attentive, and clear. You build trust, create relationships, and have the ability to get people to work together towards common goals. You are communicative, proactive, and have strong implementation power.
