About the job
As a manager and leader at the Swedish Tax Agency, you see the big picture, create conditions, and act consciously in your daily work. Together with others, you work to create value with a focus on the customer, based on our societal mission. In your leadership, you enable development and learning by granting mandates and creating ample room for action; you reinforce and follow up on the behaviors and culture needed for us to collectively fulfill our mission. You encourage collaboration and innovative thinking, and create conditions for active employee participation that leads to results, development, and a good work environment. You are the head of the development unit at the Population and Property Department, where you lead managers and employees. Currently, there are 2 sections, but they will be expanded to a total of 3 sections. You are part of the department's management team, report to the department head, and share overall responsibility for the operations with other managers. The department is responsible for population registration, property taxation, registration of estate inventories, marriage registers, European inheritance certificates, and ID cards. The department also has responsibility for the SPAR operational area.
The mission of the development unit is to, on behalf of the department head, drive/lead operational development from need to effect achieved and to support the department in development issues, drive continuous improvements and digital transformation based on customer needs and internal efficiency, as well as support and provide competence for our agile release trains connected to the department's sub-portfolio.
As the head of the development unit, you are also the sub-portfolio owner for the department's sub-portfolio, which is conducted in close collaboration with the IT department.
About you

You should also have:
- relevant higher education of 180 higher education credits (120 credits in the old system)
- current and relevant managerial experience in operational development with and without IT
- current and relevant managerial experience in operational development and change management within larger state operations.
It is desirable if you have current and relevant managerial experience from the Swedish Tax Agency. It is also desirable if you have experience working with SAFE as a framework in IT development.
Good to know
The employment is permanent and may begin with a six-month probationary period. At the Swedish Tax Agency, we apply managerial appointments for up to five years, with the possibility of extension for periods of no more than three years, without limitation on the number of extensions. The employment and appointment as unit manager are time-limited until day, month, year.
Employment with us may involve placement in a security class. A security review with a background check according to the Security Protection Act (2018:585) may therefore be conducted before a decision on employment. For some of our tasks in the security class, Swedish citizenship is required.
