Temporary Position as Procurement Officer at the County Administrative Board of Södermanland

The County Administrative Board is an expert authority in areas such as nature and environment, community building, and rural development, directly subordinate to the government. We act as a link between people, municipalities, regions, and various authorities. We work to ensure that national goals are implemented in the county. We do this by considering the whole in our authority's exercise of power, by conveying knowledge, and by coordinating and developing various issues. Description

The Legal Unit consists of eleven employees and is one of four units in the Department for Operational Management and Support.

The Legal Unit handles appealed cases and various types of appointments, while a large part of the assignment consists of functioning as an internal qualified support to the County Administrative Board as a whole. The employees of the Legal Unit work daily in several different legal areas, including environmental law, planning and building issues, traffic issues, and cross-authority legal matters. The Legal Unit is also responsible for issues related to procurement, data protection, and information security. Currently, the unit includes a data protection coordinator, an information security coordinator, and a procurement coordinator. The County Administrative Board's two international law advisors are also placed in the unit.

In the area of procurement, the Legal Unit provides support to the entire County Administrative Board regarding needs assessment, direct procurement, advertising larger procurements, call-offs from framework agreements, and contract follow-up. The Legal Unit has recently developed new routines and templates for the procurement work that are now being implemented in the organization. The procurement work is conducted closely with the County Administrative Board's operational activities and involves other support functions in the Department for Operational Management and Support, primarily the finance unit.

We at the Legal Unit are a cheerful and ambitious team that looks after and helps each other. We continuously share our various knowledge and experiences. Now our procurement officer will be on parental leave, and we are therefore looking for a temporary procurement officer.

Responsibilities

As a procurement officer placed in the Legal Unit, you will work both strategically and operationally with procurements and purchases, and you will come into contact with most of the County Administrative Board's operational areas. You are responsible for independently planning and executing your procurements. You contribute to developing the purchasing operations and the County Administrative Board's working methods and support the authority in business-related and procurement technical matters.

If needed and time permits, you will also provide support to the chief legal officer in the cross-authority legal area. This may involve contract issues and work with the County Administrative Board's various steering documents. The County Administrative Board operates within several networks, and through these, you will have the opportunity to exchange experiences with procurement officers from other County Administrative Boards.

Qualifications and Profile

We are looking for someone who:

  • Has a relevant academic degree or other education that the County Administrative Board assesses as equivalent within the operational area
  • Has experience and knowledge of working in procurement and purchasing
  • Has knowledge of the procurement legal framework
  • Has experience in providing administrative support
  • Has good ability to communicate in writing and verbally

We consider it an advantage if you also have:

  • Documented experience in procurement and purchasing
  • Experience working in a government agency or other public administration
  • Experience in work involving monitoring suppliers and combating corruption
  • Experience in working with cross-authority legal issues

About the Position

The employment is a temporary position starting no earlier than May 4, 2026, and lasting until February 15, 2027. The workplace is in Nyköping. You have the opportunity to work remotely up to 40% of the working time per week.

All positions at the County Administrative Board may be subject to security clearance and military placement depending on the nature of the assignment.
