Procurement Officer for Construction at Danderyd Municipality

Our ambition is to undertake a development journey in the coming years that includes implementing category management, e-commerce, and creating simpler purchasing paths, ensuring proactive contract follow-up, and enhancing procurement competence.

The Procurement Unit is a central part of the municipal management office and is primarily located at Djursholms Slott. The unit is responsible for framework agreements and larger strategic procurements in the area of construction. As a procurement officer, you will mainly work closely with the Community Development Administration.

The unit currently consists of seven employees, including procurement officers, an administrator, and a contract controller, who together work to deliver business-oriented, sustainable, and value-creating deals. Here we work closely together, share knowledge, and have short decision-making paths. We are now looking for the last piece of the puzzle for our team - could it be you?

RESPONSIBILITIES

As a procurement officer, you will be responsible for procuring construction projects and technical consultants in areas such as parks and streets, water and sewage, waste, and property. You will plan and conduct procurements in close collaboration with experts from the Community Development Administration, where you will lead the procurement process from start to finish. In this role, you will act as a specialist and support the operations based on their specific needs.

The work includes both operational and framework agreements as well as individual projects, where you contribute your expertise in the reference group and drive projects independently. You will also work with market dialogue to leverage suppliers' specialist knowledge and ensure that our procurements meet both today's and future needs.

The Procurement Unit has a central role with both governing and supporting functions towards the operations. We are also responsible for conducting training in procurement to strengthen competence throughout the organization.

As a procurement officer with us, you will help drive our continuous development work with the goal of creating even better public deals that generate value for the entire Danderyd municipality and its residents.

QUALIFICATIONS

We are looking for someone who has:

• Relevant academic degree, for example in economics or law, or a vocational degree in procurement/purchasing, preferably with a focus on construction.
• Several years of experience in independently conducting procurements in construction.
• Good knowledge of the general regulations of the construction and civil engineering industry AB04, ABT06, ABK09, ABFF/AFF, and AMA AF.
• Good knowledge of LOU.
• Good knowledge of the MS Office suite, especially Excel.
• Very good ability to express yourself verbally and in writing in Swedish.

It is an advantage if you have:

• Experience working in Kommers.
• Experience from a politically governed organization.

You are used to working on multiple projects simultaneously and meeting deadlines. You are results-oriented with a focus on finding solutions to emerging problems. You also have the ability to see the big picture and understand issues from a broader perspective.

Furthermore, you demonstrate good collaboration skills, relate to others in a responsive and flexible manner, and have an unpretentious focus on the common goal. You understand the importance of being considerate, service-oriented, and communicative in your role.
