Technical Project Manager

The Community Building Sector is responsible, on behalf of the Community Building Committee, for the municipality's physical planning and community development. The sector is organized into three areas of operation: Planning and Exploitation, Staff and Technology, and Building Permits. In 2026, the municipality will focus particularly on simplification, good service, and digitization – where we develop working methods and digital solutions that enhance service, accessibility, and clear dialogue with residents. This position is placed within Staff and Technology, with assignments related to the municipality's public environments (streets and parks) as well as technical issues and coordination.

JOB DESCRIPTION

As a technical project manager, you are responsible for initiating, planning, procuring, implementing, and following up on projects within streets, parks, and technology. You act as the municipality's formal ordering representative towards the municipal company, contractors, consultants, and other external actors. The role combines project management, strategic work, and case preparation.

Your tasks include, among others:

Ordering Role and External Contacts

  • Act as the municipality's ordering representative towards the municipal company
  • Initiate, follow up, and quality assure orders within streets, parks, and technology
  • Be the contact person for NSVA, Sydvatten, LSR, and SKSAB
  • Conduct procurements according to LOU and follow up on contracts and projects
  • Project management within streets, parks, and technology

Lead, Coordinate, and Follow Up Investment and Maintenance Projects

  • Establish and follow up budgets, timelines, and quality requirements
  • Develop feasibility studies, technical documents, and decision materials
  • Coordinate work internally with planning, operations, exploitation, and other functions

Strategic Work and Case Preparation

  • Work on strategic issues within streets, parks, and technology
  • Handle water-related issues and prepare decisions in the area
  • Prepare committee matters and handle feedback, motions, and initiative matters
  • Participate in mapping work within the area of operation
  • Be responsible for invoice management and record-keeping together with the administrator

QUALIFICATIONS

Requirements:

  • Engineering degree in construction, civil engineering, landscape, community building, or equivalent.
  • Experience in project management within civil engineering, streets/parks, or infrastructure.
  • Good understanding of municipal ordering roles, LOU, and contract law (AB/ABT).
  • Good communication skills in speech and writing.
  • Driver's license B.

Meritorious:

  • Experience from municipal or other public operations.
  • Experience with water, waste, or broadband issues.
  • Knowledge of AMA, AF parts, and technical design.
  • Experience with sustainability or climate adaptation projects.

Personal Qualities

You are structured, analytical, and confident in the role of a public purchaser. You have good judgment, work solution-oriented, and have a good ability to collaborate with many actors. You also have a clear drive for development and actively contribute to improving working methods through simplification, professional interaction, and the use of digital tools and solutions that enhance service, communication, and accessibility.
