About the Procurement and Purchasing Area

The Procurement and Purchasing area is responsible for driving and executing procurements within Region Örebro County where there are no other procuring units. The area supports virtually the entire region's operations in making business-like, sustainable, and legal purchases.

• The Procurement and Purchasing area consists of two departments: The Procurement Department, which conducts approximately 100 procurements per year and manages nearly 500 contracts with over 300 suppliers.
• The Operational Support and Contract Analysis Department, which provides support functions and contributes specialist expertise in economics, law, and sustainability in all procurements.

Within the region, there are also other procuring units, such as Supply Management - a collaboration between five regions focusing on consumables - and the Medical Technology area, which procures medical technology equipment and systems.

About the Role

As the Area Manager for Procurement and Purchasing, you have overall responsibility for the area's operations, development, and results. You lead the area together with a department head for Procurement and employees within Operational Support and Contract Analysis. The role is both strategic and operational and involves many points of contact, both internally and externally. You are part of the management team for Regionservice and report to the management director.

Regionservice's broad operations help facilitate the work for everyone within Region Örebro County. Our approximately 1000 employees work with IT support and development, real estate, meals, logistics and cleaning services, medical technology, procurement, and administration. Job Responsibilities

Your assignment includes planning, leading, and following up the region's work in procurement, purchasing, and contract follow-up. You are responsible for ensuring that procurement processes, policies, guidelines, and routines are appropriate, well anchored, and developed in line with the needs of the operations and applicable legislation, as well as ensuring that procurements are conducted in a business-like and legally secure manner.

You are responsible for operations, economics, and personnel and actively work to create good conditions for engagement, development, and a good work environment. Your assignment includes leading and developing the Procurement and Operational Support and Contract Analysis departments in close collaboration with the department head and specialists in economics, law, and sustainability.

The role involves close collaboration with the region's operations where you act as a strategic support in procurement and purchasing matters. You contribute expertise and participate in management and committee contexts, represent the operations in internal and external forums, and are responsible for the development of the ordering organization and the continued expansion of e-commerce. Additionally, you are responsible for information and communication related to procurement and purchasing and actively contribute to a well-functioning management group within Regionservice.

We are looking for someone who has:

• Experience in managerial or leadership roles or substantial knowledge in the field and a clear ambition to take the next step in your leadership.
• Very good knowledge of procurement and purchasing.
• Very good knowledge of public procurement and experience working in a politically governed organization.
• Relevant academic education, for example in law, economics, or other education that the employer deems equivalent.

It is meritorious if you have:

• Experience leading through other managers.
• Experience in process and operational development.
• Knowledge of category management.
• Experience in financial follow-up and analysis.
