Department Head at Local Planning Unit North

The Local Planning Unit North (LplE Norr) belongs to the Norrbotten Regiment and constitutes the Swedish Armed Forces' procurement competence regarding land and premises towards the Fortifications Agency. We support all of the Armed Forces' open operations within the four northernmost counties; Norrbotten, Västerbotten, Västernorrland, and Jämtland. LplE Norr is functionally led by the Headquarters Defense Staff and works with planning, maintenance, procurement, and decommissioning of properties. The Armed Forces is an authority in strong growth, which is also noticeable within this function, and the unit is in continuous development.

About the Unit/Departments

The unit is in constant growth and continuous development is ongoing. The unit will be divided into three geographical departments led from the locations Boden, Luleå, and Sollefteå. These departments will work with both maintenance, procurement, and decommissioning of properties. Each department will eventually consist of about 12 employees. Together, the unit has a broad knowledge of properties built on various educational backgrounds and experiences. The unit values a good atmosphere with a focus on collaboration and results.

Main Responsibilities

As the department head at LplE Norr, you play an important part in a successful team. Together with competent and engaged colleagues and employees, you will take responsibility and face challenges.

You lead the department's work and are responsible for the department's personnel, finances, and results. A large part of the work involves task distribution and prioritization. Another important task is coordination, primarily internally but also between the Armed Forces and its cooperating authorities. You lead meetings and are responsible for reporting to the unit manager. You are part of the management team for LplE Norr, which consists of the Unit Manager, Deputy Unit Manager, and Department Heads. You also participate in coordination meetings at the central and regional levels. The personnel in the department may be located in several locations.

REQUIREMENTS

Qualifications

  • Experience in a position with personnel responsibility.
  • Post-secondary education in economics, property management, project management, or similar, or work experience that the employer deems equivalent.
  • You have a B driver's license.
  • Good ability to express yourself in Swedish and English, both orally and in writing.

Personal Qualities

We are looking for someone who is judicious, structured, and systematic. You are also clear, results-oriented, and relationship-building. You are persistent and have the ability to drive processes towards long-term goals. Your leadership is delegating, motivating, coaching, and you are good at creating conditions for collaboration and development while being confident in making decisions and taking responsibility. As a manager, you should possess very good communication skills, both internally and externally. Great emphasis will be placed on personal suitability.

  • Experience in a position with personnel responsibility in a government agency or public sector.

The employment is a civilian permanent position that begins with a six-month probationary period.

I 19 is one of Sweden's largest regiments with operations in Boden, Kiruna, Tåme, and Grubbnäsudden/Lomben. The main location and management for the regiment are in Boden.

The regiment's most important task is to build combat units, and in the coming years, I 19 will gradually develop the new Norrbotten Brigade. By 2028, the regiment should be able to train, stockpile, and mobilize the entire brigade, including the associated functional units: command, fieldwork, air defense, and logistics. The brigade should be able to fight in all environments but be specialized for combat in the subarctic environment of the Nordic region.

The regiment also houses the Armed Forces' winter unit, which has the task of coordinating and supporting the development of the Armed Forces' winter capability.

The conscription training is conducted at the Norrbotten Armored Battalion, which is responsible for training and maintaining units for the Norrbotten Brigade. The regiment also consists of the regimental staff, Armed Forces Health, Garrison Support Unit, Logistics Unit, and Local Planning Unit.
