Chief Legal Officer at the County Administrative Board of Gotland

The County Administrative Board operates on behalf of the government and works to ensure that national goals are implemented in the region. Our broad operations encompass environmental, nature, cultural heritage, business, community planning, rural, preparedness, and total defense issues. In dialogue with other actors, we coordinate various interests and promote sustainable development in Gotland.

We have over 150 employees, and our head is Governor Charlotte Petri Gornitzka.

Job Responsibilities

The role of Chief Legal Officer is new within the agency.

As Chief Legal Officer, you will lead the legal function, which currently consists of a well-functioning team of five regional lawyers who together, in consultation with the unit manager, plan and distribute their tasks with significant autonomy. The function belongs to the unit for coordination and support. You report to the unit manager and participate in the agency's management team. You have operational responsibility, personnel responsibility, and responsibility for the work environment. You are responsible for planning and following up on operations together with your employees. Furthermore, you are responsible for ensuring that your employees have the right skills and you monitor developments in your area of responsibility.

As Chief Legal Officer at the County Administrative Board, you will work with both strategic and operational issues and will come into contact with all areas of operation within the board. You have overall responsibility for legal matters and work particularly to provide qualified legal support to the regional management and other managers within the board. You participate in referral work, make decisions in matters within the legal function's area of responsibility, and represent the board in external contexts.

Qualifications

You have:

  • Law degree (Jur. kand. or equivalent).
  • Experience in leading an organization.
  • Several years of experience in qualified legal work.
  • Very good knowledge of administrative law.
  • Very good knowledge of public access and confidentiality.
  • Excellent ability to communicate in Swedish, both orally and in writing.

It is advantageous if you have:

  • Experience of relevant tasks at a County Administrative Board or another government agency, preferably a court or department.
  • Notary merit.
  • Experience from work involving personnel responsibility.
  • Experience in environmental law, planning, and building issues.
  • Experience working with internal regulations and other guiding documents.
  • Experience representing an agency in court proceedings.
  • Knowledge in total defense law and/or international law.

Since the role of Chief Legal Officer involves many contacts, both internally at the County Administrative Board and externally, it is important that you are communicative and accustomed to various forms of collaboration.

To succeed, you have the ability to create engagement and participation in workgroups. You are unpretentious, have good collaboration skills, and apply a trust-based leadership style.

Conditions

The position is a permanent position with a desired start date of June 1, 2026, or by agreement. A six-month probationary period applies.

The employment is placed in a security class. A background check will be conducted in the event of a potential employment. The position requires you to be a Swedish citizen.

The County Administrative Board has coordination responsibility within both crisis preparedness and total defense in the region. This means that as an employee, you may be part of the crisis management organization and may be assigned to military service.
