Boverket is hiring preparedness specialists

Boverket is the national authority for planning, construction, and housing. We aim to contribute to a sustainable society with good housing in viable environments. Our focus is on issues related to the built environment, management of land and water areas, physical planning, construction, and management of buildings, housing, and housing finance. Since July 2025, Boverket has also been designated as the preparedness authority within the preparedness sector for industry, construction, and trade. Boverket's headquarters is located in Karlskrona, with a smaller office in Malmö. Today, about 240 people work at the authority, including architects, civil engineers, economists, lawyers, communicators, planners, and social scientists.

Your role with us

Do you want to contribute to a robust and resilient society? Boverket is a newly appointed preparedness authority and now wants to strengthen its operations with one to two engaged preparedness specialists and/or engineers. You will be involved in developing civil defense and crisis preparedness within the societal function of construction and civil engineering. This may involve developing Sweden's supply preparedness for construction materials and creating conditions for other actors' construction and repair preparedness. As a specialist or engineer in preparedness with us, you will work on tasks such as:

• Applying national models for supply analyses and adapting them to Boverket's area of responsibility.
• Conducting needs and capacity analyses, which may include planning assumptions, scenarios, stakeholder analyses, and various types of mapping.
• Identifying vulnerabilities and risks and proposing and driving measures to create more robust and sustainable supply structures in the construction and civil engineering sector.

Other activities within the unit's area of responsibility may also be relevant, such as:

• market control
• lifts and powered devices, and
• EU law

The work is carried out in collaboration with many parties, both externally and internally. External parties include other authorities, industry organizations, and companies in the construction and civil engineering sector. The work with construction and repair preparedness is under development, and you will be involved in developing this work.

You will belong to the unit for Preparedness and Market Control. In the unit, we work with supply preparedness, legislative preparedness, and other requirements imposed on preparedness authorities. We also work with EU issues and market control of construction products, lifts, cable cars, and other powered devices. At Boverket, assignments and focus vary over time within planning, construction, and housing. We expect our experienced investigators, specialists, and experts to contribute in several areas based on the needs of the operations. At Boverket, you can work with everything from government assignments, other projects, supervision, or support for other activities.

Your competence profile

We are looking for someone with expertise in construction and civil engineering and/or experience in infrastructure and logistics within total defense and crisis preparedness. Since the position encompasses two areas of expertise, we prefer candidates with experience in both, but are open to acquiring expertise in one area at the workplace if you have substantial experience in the other. To be suitable for this position, you should have either a relevant academic education in the field, such as a civil engineer or a university engineer with a focus on construction and civil engineering, or relevant education from the Armed Forces.

You should also have several of the following experiences:

• experience in the construction and civil engineering sector,
• experience of relevant work at a preparedness authority,
• experience in mapping supply chains,
• experience in developing market analyses,
• experience in developing risk and vulnerability analyses,
• experience in investigative work and case management,
• experience in project management,
• experience in supervisory work.

As the tasks include developing a new operation, your skills, experiences, and abilities are of utmost importance. You need to be able to work goal-oriented and structured, be meticulous, have a good ability to work in development projects with changing goals, be analytical, have the ability to take initiative, possess good self-leadership, and have strong collaboration skills. The tasks include both advisory and regulatory functions, which require objectivity, professionalism, and a high degree of service. You communicate clearly and pedagogically in both spoken and written Swedish and English. We place great emphasis on these personal abilities.

Employment

This position is classified in a security class, and Swedish citizenship is a requirement for employment. A security clearance will be conducted in accordance with applicable security protection legislation before a decision on employment. The position is a permanent employment at the headquarters in Karlskrona, with a start date according to agreement. There may also be a possibility of placement at Boverket's local office in Malmö. You will answer the question in the application regarding whether you have preferences for placement in Malmö.
