The County Administrative Board works on behalf of the government to ensure that national goals are implemented in the region. Our broad activities encompass environmental, nature, cultural heritage, business, community planning, rural, preparedness, and total defense issues. In dialogue with other actors, we coordinate various interests and promote sustainable development in Gotland.

We have over 150 employees, and our chief is Governor Charlotte Petri Gornitzka.

Job Responsibilities

The County Councilor is the governor's closest collaborator and deputy.

Your main task will be to assist the governor in leading, coordinating, following up, and developing the activities of the County Administrative Board based on the overarching goals and priorities outlined in the agency's operational plan. Together, you form the agency's management. As a County Councilor, you are the immediate supervisor and leader of the 7 unit managers who are part of the management team.

In the role of County Councilor, you lead and coordinate internal work. The County Councilor represents the County Administrative Board of Gotland in many contexts, both internally and externally. This requires an understanding of daily operations, engaged and operational leadership, and good relationships with the Gotland community.

Sweden's 21 County Administrative Boards collaborate closely and gradually develop common solutions for, for example, efficient case management, IT and web, crisis preparedness, and integration. Participating in this work at the national level is also part of the assignment as County Councilor.

The activities of the County Administrative Board are financed by the government's annual appropriation letter. The County Councilor plays an important role in maintaining the budget, ensuring that operations are run efficiently and results-oriented. In close collaboration with the governor, decisions are made after discussions and analyses of decision-making materials. You are expected to be well-informed, active, and constructive with a holistic perspective.

Qualifications

We are looking for someone with good knowledge and experience in public administration and its decision-making processes. You have an academic education in a relevant field or equivalent knowledge acquired in other ways. You should have experience leading an organization at a higher management level within the public sector. You should have experience leading managers, experience with budget and operational responsibility, and have worked with operational planning and follow-up. You have experience leading an organization with breadth, a diversified and complex operation. It is crucial that you have a good ability to express yourself verbally and in writing in both Swedish and English.

It is desirable that you have knowledge of and interest in the various conditions at the regional level.

Conditions

The employment is decided by the government after notification from the governor. The appointment as County Councilor is normally time-limited to five years, with the possibility of extension. The position is associated with a permanent employment at the County Administrative Board.

Security clearance with background check is conducted according to the Security Protection Act before a decision on employment is made. Swedish citizenship is required for the position.
