Property Manager for Kristinehamn Municipality

We are now looking for our new property manager. You will belong to the planning unit. The unit collaborates closely with the operations/street/park and operations/property/recreation within the public environment department. We are responsible for the maintenance of the external environment, public land, municipal streets and roads, industrial tracks, properties and buildings, parks, forests, recreational facilities, beaches, and walking trails.
We manage the municipality's properties, handle contracts and rent management as well as service, supervision, and preventive maintenance. The building stock consists mainly of preschools, schools, sports facilities, various types of care facilities, but also buildings such as the Town Hall and Wahlundsgården.
We work according to the municipality's local supply process where you become an important part of the collaboration with the municipal activities that are our tenants.
Job Description
As a property manager, you will have contact with tenants and authorities. You plan, control, and ensure that maintenance work and minor construction projects are carried out. The role also includes handling operational issues and reports of faults related to our properties, establishing lease agreements together with the department's case handlers, and managing invoices. You budget and conduct financial follow-up/analysis together with your colleagues.
Your main tasks will include:
- leading and managing daily work
- ensuring compliance with laws and regulations
- monitoring that official inspections are carried out on time
- procurement and follow-up of hired consultants and contractors
- proactive work for efficient use of the municipality's properties
- conducting environmental monitoring and current situation analyses and based on these, proposing solutions that will improve our properties economically, technically, and environmentally in the long term
Other tasks include:
- business development and digitalization
- participating in the committee and preparing service letters
- collaboration with other activities, administrations, and external partners
Qualifications
You who apply for this position have a university degree or vocational education in property management or relevant work experience that we consider suitable for the position. You have knowledge of property economics, property law, rental law, and building technology. We use the Pythagoras property system and we see that you have experience with this as it facilitates for both you and us. Since you will have a lot of contact with tenants, authorities, and colleagues, you need to have good knowledge of spoken and written Swedish. The position also requires that you have a B driver's license as travel within and outside the municipal boundaries is included.
We see it as a merit if you have work experience in property management and municipal activities.
You enjoy having many points of contact, work through a service- and goal-oriented approach with a good ability to capture and understand needs in the business. As a property manager, you have the ability to make decisions from a holistic perspective in a structured and resource-efficient manner. You appreciate the opportunity to influence and contribute to the development of the department and management.

The technical administration consists of nearly 200 employees in three different departments and a management-wide unit: the public environment department, the water & waste department, the service department, and the project and control unit.
We work to ensure that the municipality's traffic environment is safe and accessible and that children, young people, and the elderly receive nutritious and good food at our school activities and special accommodations. We are responsible for residents' access to clean and fresh water from the tap. We manage the collection of household waste and waste facility, cleaning for our management premises, contracts and rent management, and service. We also include recreational facilities, parks, and playgrounds.
In the technical administration's work in various activities, we meet many of the municipality's residents.
