The Procurement Center for Östra Göinge, Osby, Hörby, Höör, and Bromölla is looking for a procurement officer who wants to create conditions for sustainable purchases for sustainable community development. The Procurement Center is in a strong development phase where you, as an employee, have a unique opportunity to make an impact.

We can offer you an important role in a brave, creative, and competent procurement team. The team currently consists of ten employees in various roles and is organizationally placed in Östra Göinge municipality. The work is distributed across all municipalities, so during a workday, your colleagues may be in different locations. In addition to the mentioned municipalities, the Procurement Center includes thirteen municipal companies.

JOB RESPONSIBILITIES

The mission of the Procurement Center is to realize political goals and operational objectives through purchases and procurement. The Procurement Center conducts and promotes:

• procurement work that meets the needs of operations and helps them develop and achieve their goals.
• procurement work from a supply and sustainability perspective.

The Procurement Center is responsible for and leads the procurement process by providing various support and services for procurement work.

In your role as a procurement officer with us, you create value for employees in their work and for citizens in their daily lives, today and in the future, through the procurement process. You plan and carry out procurements independently and together with employees in the municipalities' and companies' operations. You collaborate with your colleagues in category teams and receive support from sustainability specialists and procurement controllers in procurements, e-commerce, and contract follow-up.

We strive for more e-commerce, so the administration of contracts and price lists in the municipalities' e-commerce systems will increase.

Your work also includes supporting and guiding buyers in procurement and contract issues, such as e-commerce and direct procurement. You participate in information and training initiatives for businesses and the economy. To simplify and streamline the procurement process, you drive and participate in development projects and improvement work.

QUALIFICATIONS

We are looking for someone with vocational training in purchasing and public procurement (or is in the final stages of their education) or a bachelor's degree in economics and law, which, together with relevant work experience (procurement officer, purchasing coordinator, or similar), is considered equivalent. We would like you to have experience from public operations and work as a project manager.

To succeed in your work and become a skilled procurement officer, it is important that you are curious and interested in what others do, in others' work and motivations. Therefore, you have an interest in how operations and the procurement process interact to achieve good results.

You lead procurement projects where good ability to coordinate the different interests, needs, and requirements of several municipalities and working groups is required. For that, you need to communicate clearly, be attentive and accommodating, but at the same time loyal to the mission of the Procurement Center, your role, and established working methods.

We want you to take great responsibility for the common mission by actively contributing to learning in the team, i.e., sharing knowledge and experiences that promote the goals of the Procurement Center and the development of the procurement process. We want you to be driven and development-oriented, which means that you constantly develop your and our work. You work in a structured and independent manner, but with good collaboration skills. You communicate, both orally and in writing, in a clear manner with very good language skills.

We assume that you are an experienced user of the Office suite. You should have experience working in procurement systems (we use Kommers), and it is an advantage if you have experience in e-commerce (currently, we work in three different e-commerce systems). You should have a B driver's license.
