The Social Administration is responsible for authority exercise, ordering services, and self-management within the areas of individual and family care, LSS, and social psychiatry. Your responsibilities
As the department head for the LSS department within the Social Administration, you have overall responsibility for the operations within LSS (the Act on Support and Service for Certain Disabled Persons). Here, you will work with development and become an important part of shaping the future social services within Linköping Municipality.
As department head, you lead and coordinate two subordinate area managers and are responsible for strategic development, quality assurance, and budget follow-up within the department. The role also includes collaboration with other administrations, authorities, and external actors. In addition, you are responsible for planning how the operations should be conducted and for procurements related to this. You will have support from development leaders, economists, and HR resources.
The administration has recently been reorganized, which means opportunities to develop processes and collaboration forms for a consolidated LSS operation. As department head, you will be a key person in addressing volume changes, ensuring competence supply, and creating effective collaborations. You are expected to lead the department through these challenges while working strategically for sustainable finances.
You report directly to the social director and are part of the management team of the Social Administration. Together, you will work on strategic issues and manage, lead, develop, and follow up on the administration from a holistic perspective.
For the right candidate, the role may also involve increased responsibility, including the opportunity to be the deputy social director.
Your workplace
The Social Administration is a new administration that was formed in January 2024. Currently, work is underway to shape the administration, which is expected to continue throughout 2025 and then be continuously developed. The administration's focus is on social services within individual and family care. The mission of social services is developed with the aim of countering segregation and crime, applying new legislation, and developing new methods and working practices.
The department is responsible for ensuring that individuals entitled to services under the Act on Support and Service for Certain Disabled Persons (LSS) receive their services. Services include open activities, respite care, guidance, short-term stays, daily activities, and housing for all ages. The department is tasked with conducting services in-house and procuring operations to meet user needs. The department consists of approximately 700 employees, including two area managers and about twenty unit managers.
Who you are
We are looking for someone who enjoys working with operational development and wants to contribute to the development of tomorrow's social services. You have an academic degree in social work, behavioral science, public administration, or another relevant field. Furthermore, you have substantial experience in leadership within social services or equivalent operations and have experience leading through other managers. Your experience means you have also been responsible for financial planning and budgeting, where we consider it meritorious if the responsibility has included a large budget, and you have documented experience in change management and development work. Your knowledge of LSS legislation and related regulations is strong, and if you have a B driver's license, it is advantageous as travel to, for example, housing facilities is required.

In your leadership role, you are proactive and results- and development-oriented with a good ability to create participation, engagement, and understanding of the mission. As a person, you have good self-esteem and inner security that allows you to challenge and think and do new things. Furthermore, we see that you work based on trust and contribute to a good collaborative climate, both internally and externally.
