Project Manager in Local Supply at the Swedish Prison and Probation Service

The Swedish Prison and Probation Service is growing – we are building new, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society becomes safer for everyone. We are the authority responsible for prisons, probation, remand, and client transport.

The responsibility for the authority's local supply lies with the property director and their project unit. Within the unit, there are two sections for local supply projects with 19 project managers specialized in working with local adaptations and local supply projects. Currently, about 50 larger local supply projects are underway, as well as smaller office adaptations or kitchen renovations.

JOB DESCRIPTION

A local supply project within the Swedish Prison and Probation Service is complex with many aspects to consider, where there are challenges and sometimes contradictions; work environment, caring environment, safety, fire protection, living environment, suicide perspective, environment, extensive logistics, management economics, and flexibility, to name a few.

The Swedish Prison and Probation Service is a tenant with special requirements where there is a great deal of knowledge and commitment within the core operations regarding how their premises should be designed. Regardless of standardization and efficiency, the construction of a correctional facility is a complex and relatively lengthy process. To shape the best possible premises while also being a professional requirement setter, competent individuals are needed to act as the link between the core operations and the property owner's construction project – this is where you come in. Compared to a project manager during a contract, your role here is a coordinating function to ensure that the premises are adapted according to the needs of the operations and the functions of the Swedish Prison and Probation Service. However, the complex operations mean that it is a great advantage if you have experience in design and production to question choices and changes, both internally and externally. The property owner's representative is always the builder in property projects.

In the role of project manager, you are responsible for leading the construction parts of the Swedish Prison and Probation Service during a local supply project, the phases of which are referred to according to our project model as pre-study, planning, and production phases. You will have your team, a project group consisting of local sub-project managers and area expertise such as IT, security, and HR. You will be responsible for several projects simultaneously, ranging from early pre-studies to completed projects handed over to management.

The work may involve travel several days a week within Sweden, preferably by train, but a driver's license is required. Depending on the project location, the position may occasionally involve an overnight stay in a hotel each week.

QUALIFICATIONS

We are looking for someone who has:

  • A degree in civil engineering or equivalent education combined with experience deemed relevant by the Swedish Prison and Probation Service
  • Experience in coordinating tenant requirements during pre-study, design, and project work in property projects
  • Experience from the construction, contracting, and/or property industry
  • At least three years of experience working as a design manager, site manager, production manager, or equivalent
  • Ability to express yourself well in spoken and written Swedish
  • Driver's license (B)

It is advantageous if you have:

  • Experience working with complex buildings with special requirements and requirements setting from a tenant perspective
  • Experience as a project manager for properties and contracts with high security requirements or caring environments
  • Experience as a project manager for properties and contracts with ongoing operations
  • Experience as a project manager for properties and contracts with a budget over 50 million SEK
  • Knowledge of LOU, AB/ABT/ABK, and BAS P/U
  • Knowledge of building technology
  • Knowledge of environmental building
