The County Administrative Board is an important coordinating link in the interface between the state, region, municipality, business community, and individuals. The County Administrative Board works to ensure that national goals are implemented in the county, while taking into account regional conditions and prerequisites. This includes balancing important public interests and resolving goal conflicts. The County Administrative Board has a broad and multifaceted mandate regarding both tasks and subject areas. The authority's main tasks include permit assessment, supervision, knowledge dissemination, and coordination within many societal sectors. Approximately 230 people work here, and our head is the County Governor.

Description

The position is located at the Environmental Protection unit within the Hazardous Activities function. At Environmental Protection, a total of 23 people work with assessment and supervision according to the Environmental Code regarding hazardous activities, remediation of contaminated sites, and nature supervision. We also work with supervisory guidance towards the municipalities in the county.

Responsibilities

Within the hazardous activities function, there are currently nine employees. We work with supervision of environmentally hazardous activities requiring permits. We do this through supervisory visits and continuous dialogue with our operators, processing incoming cases, and reviewing environmental reports. You will work in a team with experienced case handlers while the work is very independent and developing. Our case handlers are specialized in different industries, and we are now looking for an environmental protection case handler with a focus on supervision, primarily within the waste industry.

In the role of environmental protection case handler, you will play a major role in our work with exercising supervision within environmentally hazardous activities to ensure that current permits are followed. You will prepare proposals and materials for statements on permit applications from a holistic perspective.

The work involves many contacts with other employees internally at the County Administrative Board and external actors. You often handle many complex cases requiring demanding assessments. You also contribute your expertise to cases and projects driven by other functions within the County Administrative Board.

You represent the County Administrative Board in negotiations at the Land and Environment Court and respond to inquiries from state agencies and the Ministry of the Environment. Our operations are constantly developing, so your tasks may change over time based on our needs. The waste industry is under continuous development with changing national and European legislation to adhere to. Questions regarding waste are increasing in scope as society transitions to a circular economy.

You will also handle other industries within your role to some extent, but the focus lies within the waste industry. Other major industries we work with within the working group include, for example, the paper and pulp industry, quarries, and wind power.

Qualifications

We are looking for you with a degree from a relevant university or higher education with a focus on environment, technology, or natural sciences. You have current and good knowledge of the Environmental Code's provisions acquired through at least a couple of years of work as an inspector or through a few years of industry experience where you have encountered environmental and authority requirements regarding waste.

It is meritorious if you have worked with operations or facility activities where you have encountered environmental and authority requirements regarding waste, as well as if you have experience of exercising authority.

A B-class driver's license is a requirement for the position, as is good ability to express yourself in Swedish, both orally and in writing.
