Umeå continues to grow – and we are doing so with high ambitions. We are now looking for a strategic and action-oriented manager who wants to contribute to leading and developing the municipality's overall control of internal processes.
This is a newly established key role where you will work closely with the City Director and the political leadership, offering significant opportunities to influence the municipality's development.
The City Management Office is the municipality's central management and development function, responsible for control, coordination, and strategic development. You will have operational and strategic responsibility for certain overarching areas within the administration and will work in close collaboration with other managers within the City Management Office.

About the job
You will become a Department Manager responsible for establishing and leading a newly established department. The assignment includes building, shaping, and developing the department's operations, functions, and staff within the following areas:
- staff and investigation function,
- law,
- municipal secretariat,
- city archive,
- election and guardianship activities.
The assignment also involves functional responsibility for the whistleblower function and data protection, as well as coordinating work within the Umeå region. You will work closely with the highest management and governing bodies and have overall responsibility for leading and developing business support. The assignment also includes representing the municipality and coordinating certain regional collaboration forums.
As an Assistant Administrative Director, you report directly to the City Director. You support and replace her and serve as a central link between the political leadership and operational activities. You also play an important role in the administration's strategic planning and development.
In close collaboration with the City Director, political leadership, and the administration's managers, you create conditions for good coordination, efficient decision-making processes, and clear progress. You act as a bridge between the City Management Office and other administrations and promote good collaboration on municipality-wide issues. You also actively contribute to the continued development and quality work of the operations.

We are looking for someone who has:
- an academic education in a field relevant to the assignment, such as political science, economics, law, public administration, or equivalent,
- managerial experience, preferably with experience leading other managers,
- experience leading and driving change and development work,
- several years of experience from municipal, regional, or state operations, as well as a good understanding of committee or board processes,
- good knowledge of investigation work, control processes, and public law,
- the ability to translate political goals and decisions into practical operations, as well as to ensure results through systematic follow-up.
The position is security classified and requires Swedish citizenship.
