Job Description

As a Digital Project Manager, you will lead the work with requirements specification, procurement, development, and to some extent implementation of a new ticketing and booking system for cultural activities. The role involves close collaboration with operations, suppliers, and technical teams to ensure a successful delivery that meets the needs of both the operations and the visitors.

In this role, you are responsible for ensuring that the project's goals, budget, schedule, and quality requirements are met through continuous follow-up and check-ins with the project owner and steering group. You coordinate and distribute all project information to relevant operations, suppliers, and other stakeholders. The project begins with you creating a project plan based on the Culture Administration's project model, which includes, among other things, a detailed schedule with clear stages and milestones, a detailed budget, clear responsibilities for different roles, routines for status and quality check-ins, and criteria for project closure. You ensure that the procurement is designed based on the Culture Administration's work processes and guidelines, leading to an IT system that provides a smooth, accessible experience for both visitors and internal users.

You work iteratively with prototypes and tests and have a good understanding of how much development can be done at each stage of the project so that the focus on the user always remains the project's center point. All decisions, requirements, and deliverables are documented in accordance with the administration's archiving routines and in the project tool Jira. Throughout the entire project, you are the ambassador for the project, maintaining a continuous dialogue with receiving departments so they can prepare for the implementation and operation of the finished system.

Qualifications

We are looking for you who have experience leading digital projects in the public sector and are accustomed to working according to established project models. You should have documented experience leading projects for the procurement of IT systems through the entire process, from feasibility studies and requirements specification to implementation. You also need experience with procurement according to LOU (Public Procurement Act) and collaborating with procurement functions.

The role requires that you have led projects in the public sector with a large number of stakeholders. You must be able to translate the needs of the client and users into clear requirements for suppliers and developers, as well as communicate the suppliers' opportunities and limitations back to the client organization.

You should be able to provide references that demonstrate high delivery security and good goal achievement. Furthermore, you need to have good skills in planning, directing, and following up on projects regarding time, cost, quality, and risk, as well as experience using Jira in this work. You should also have a good overall understanding of integrations, APIs, and system architecture.

You should be accustomed to working in Jira and be able to create and manage project boards, delegate tasks, and produce relevant KPIs for follow-up. You also need experience with Figma and the ability to create prototypes and collaborate with others on their design and development.

Furthermore, you should be accustomed to using Microsoft Teams for collaboration in teams and channels, as well as for fast, chat-based communication. You should also be able to create and distribute forms in Microsoft Forms and collect and compile incoming responses.

You must also have an understanding of how AI assistants can be used in work and be able to apply them in a sustainable, secure, and responsible manner within the public sector.

It is meritorious if you have experience of public operations and working in a politically governed organization. We also appreciate that you have a structured working method and good ability to inform and report to steering groups and management.

Experience leading projects involving visitor- and customer-oriented digital services, such as booking, ticketing, e-commerce, or CRM solutions, is also meritorious. The same applies to experience in requirements gathering, workshop facilitation, and business analysis.

The position is located in the Communications and Digitalization Department at the Culture Administration's support staff. Our office is centrally located in Malmö with the city right outside the door.
